55 WHEREAS, The Senate of the State of Texas joins the
66 citizens of Dallas in mourning the loss of Robby V. Collins, who
77 died July 11, 2017, at the age of 75; and
88 WHEREAS, Robby Collins was born on August 17, 1941, in
99 Haskell, Texas, and he graduated from the Haskell school system
1010 in 1959; he went on to become the first member of his family to
1111 attend college, earning a bachelor of science degree in teaching
1212 from North Texas State University; and
1313 WHEREAS, Mr. Collins taught social studies at W. W. Samuell
1414 High School in Dallas for five years, and he was hired as an
1515 administrator with the Dallas Independent School District in 1970;
1616 he played a key role in the development of numerous programs in his
1717 34 years with the district, and he was asked to continue working as
1818 a consultant after his retirement in 1998; and
1919 WHEREAS, Robby was considered a walking encyclopedia of
2020 public education and school finance in Texas; he dedicated
2121 countless hours to the rewriting of the Texas Education Code during
2222 the 74th Legislative Session, and he is credited with writing and
2323 editing countless bills and forming numerous coalitions that
2424 advocated on behalf of both students and teachers; he always worked
2525 behind the scenes, which allowed him to focus all his energy on the
2626 issues at hand, and his broad-ranging educational contributions
2727 led to notable improvements in schools and communities throughout
2828 the state; and
2929 WHEREAS, Mr. Collins shared 54 years of marriage with his
3030 devoted wife, Brenda Brooks Collins; they were blessed with two
3131 children, and their four grandchildren were a source of great
3232 pride and joy; and
3333 WHEREAS, A man of deep spiritual devotion, Robby Collins
3434 taught Sunday School at Casa Linda United Methodist Church for
3535 more than 25 years; he was a tireless education advocate and a
3636 treasured citizen, and his legacies in his community and the
3737 state will not be forgotten; now, therefore, be it
3838 RESOLVED, That the Senate of the State of Texas, 85th
3939 Legislature, 1st Called Session, hereby extend sincere
4040 condolences to the bereaved family of Robby V. Collins; and, be
4141 it further
4242 RESOLVED, That a copy of this Resolution be prepared for
4343 his family as an expression of deepest sympathy from the Texas
4444 Senate and that when the Senate adjourns this day, it do so in
4545 memory of Robby Collins.
