| 5 | 5 | | WHEREAS, The Senate of the State of Texas joins the |
|---|
| 6 | 6 | | citizens of Dallas in mourning the loss of Robby V. Collins, who |
|---|
| 7 | 7 | | died July 11, 2017, at the age of 75; and |
|---|
| 8 | 8 | | WHEREAS, Robby Collins was born on August 17, 1941, in |
|---|
| 9 | 9 | | Haskell, Texas, and he graduated from the Haskell school system |
|---|
| 10 | 10 | | in 1959; he went on to become the first member of his family to |
|---|
| 11 | 11 | | attend college, earning a bachelor of science degree in teaching |
|---|
| 12 | 12 | | from North Texas State University; and |
|---|
| 13 | 13 | | WHEREAS, Mr. Collins taught social studies at W. W. Samuell |
|---|
| 14 | 14 | | High School in Dallas for five years, and he was hired as an |
|---|
| 15 | 15 | | administrator with the Dallas Independent School District in 1970; |
|---|
| 16 | 16 | | he played a key role in the development of numerous programs in his |
|---|
| 17 | 17 | | 34 years with the district, and he was asked to continue working as |
|---|
| 18 | 18 | | a consultant after his retirement in 1998; and |
|---|
| 19 | 19 | | WHEREAS, Robby was considered a walking encyclopedia of |
|---|
| 20 | 20 | | public education and school finance in Texas; he dedicated |
|---|
| 21 | 21 | | countless hours to the rewriting of the Texas Education Code during |
|---|
| 22 | 22 | | the 74th Legislative Session, and he is credited with writing and |
|---|
| 23 | 23 | | editing countless bills and forming numerous coalitions that |
|---|
| 24 | 24 | | advocated on behalf of both students and teachers; he always worked |
|---|
| 25 | 25 | | behind the scenes, which allowed him to focus all his energy on the |
|---|
| 26 | 26 | | issues at hand, and his broad-ranging educational contributions |
|---|
| 27 | 27 | | led to notable improvements in schools and communities throughout |
|---|
| 28 | 28 | | the state; and |
|---|
| 29 | 29 | | WHEREAS, Mr. Collins shared 54 years of marriage with his |
|---|
| 30 | 30 | | devoted wife, Brenda Brooks Collins; they were blessed with two |
|---|
| 31 | 31 | | children, and their four grandchildren were a source of great |
|---|
| 32 | 32 | | pride and joy; and |
|---|
| 33 | 33 | | WHEREAS, A man of deep spiritual devotion, Robby Collins |
|---|
| 34 | 34 | | taught Sunday School at Casa Linda United Methodist Church for |
|---|
| 35 | 35 | | more than 25 years; he was a tireless education advocate and a |
|---|
| 36 | 36 | | treasured citizen, and his legacies in his community and the |
|---|
| 37 | 37 | | state will not be forgotten; now, therefore, be it |
|---|
| 38 | 38 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 39 | 39 | | Legislature, 1st Called Session, hereby extend sincere |
|---|
| 40 | 40 | | condolences to the bereaved family of Robby V. Collins; and, be |
|---|
| 41 | 41 | | it further |
|---|
| 42 | 42 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 43 | 43 | | his family as an expression of deepest sympathy from the Texas |
|---|
| 44 | 44 | | Senate and that when the Senate adjourns this day, it do so in |
|---|
| 45 | 45 | | memory of Robby Collins. |
