11 SENATE RESOLUTION NO. 159
22 WHEREAS, Proud members of the Republican Party of Texas are
33 celebrating the organization's 150th anniversary in 2017; and
44 WHEREAS, The Republican Party of Texas was founded at the
55 Harris County Courthouse on the Fourth of July, 1867, 13 years
66 after the national party was established and 7 years after the
77 election of the first Republican president, Abraham Lincoln;
88 former governor Elisha M. Pease served as chair of that initial
99 state convention, and Colonel John L. Haynes, commander of the
1010 United States Army's First Texas Cavalry, became the executive
1111 committee chair; the party's membership in its early years was
1212 largely made up of former slaves, German American immigrants, and
1313 Texans who had opposed secession during the Civil War; and
1414 WHEREAS, Notable early Texas Republicans included Edmund
1515 J. Davis, the state's first Republican governor, Morgan C. Hamilton,
1616 a Republican senator, George T. Ruby, an African American state
1717 senator from Galveston, and Norris Wright Cuney, a prominent
1818 African American leader and a member of the Republican National
1919 Committee from 1886 to 1896; and
2020 WHEREAS, The party gained strength in the Lone Star State
2121 in the 20th century when Dwight Eisenhower carried Texas in the
2222 1952 presidential election, and its fortunes were boosted again
2323 in 1961 when John Tower was elected to replace Lyndon Johnson in
2424 the United States Senate; a new era began in 1978, when William P.
2525 Clements took office as the first Republican governor since
2626 Reconstruction, and from the 1980s to the present, Texas has been
2727 represented in the United States Congress by a series of
2828 accomplished Republican leaders, including Senators Phil Gramm,
2929 Kay Bailey Hutchison, John Cornyn, and Ted Cruz, as well as
3030 numerous members of the United States House of Representatives;
3131 Republicans have taken on an increasingly prominent role in state
3232 and local government as well; the party has held the governor's
3333 office since 1994, with George W. Bush, Rick Perry, and Greg
3434 Abbott serving as chief executive, and Republicans have swept the
3535 other statewide offices in five consecutive elections and have
3636 held a majority in the Texas Senate since 1997 and in the Texas
3737 House of Representatives since 2003; and
3838 WHEREAS, Thanks to the tireless service and exemplary
3939 leadership of countless men and women, the Republican Party
4040 continues to carry forth its core goals, including limited
4141 government, political and economic freedom, and strong national
4242 security, and its members may indeed take great pride in their
4343 invaluable contributions to our state and nation; now,
4444 therefore, be it
4545 RESOLVED, That the Senate of the State of Texas, 85th
4646 Legislature, 1st Called Session, hereby commemorate the
4747 sesquicentennial of the Republican Party of Texas; and, be it
4848 further
4949 RESOLVED, That a copy of this Resolution be prepared for
5050 the Republican Party of Texas as an expression of high regard
5151 from the Texas Senate.
