55 WHEREAS, The Senate of the State of Texas joins the citizens
66 of Houston in mourning the loss of Bill Bailey, who died July 27,
77 2017; and
88 WHEREAS, Bill Bailey was an exemplary citizen who was
99 widely respected and admired for his work in the community, both
1010 as Precinct 8 constable in Harris County and as the longtime
1111 voice of the Houston Livestock Show and Rodeo; and
1212 WHEREAS, Born Milton Odom Stanley in 1939, Bill Bailey
1313 attended Texas Western College for a time before beginning a long
1414 and successful career in radio broadcasting; he assumed the name
1515 Bill Bailey after accepting a disc jockey position that had been
1616 promoted with the song Bill Bailey, Won't You Please Come Home,
1717 and he eventually took the name as his own; and
1818 WHEREAS, He became a nationally prominent figure in the
1919 country music scene and won numerous awards for his work, including
2020 Billboard magazine's 1970 Country Radio Program Director of the
2121 Year and the Country Music Association's 1979 Large Market Disc
2222 Jockey of the Year; he was inducted into the Texas Radio Hall of
2323 Fame in 2009 and the Country Radio Broadcasters Hall of Fame in
2424 2010; and
2525 WHEREAS, He was elected Precinct 8 constable in 1982 and
2626 served with distinction for seven terms; his office provided
2727 exceptional support to the Johnson Space Center, and the Precinct
2828 8 constable's office is the only police agency in the country
2929 with a NASA-designed Astronaut Support patch for deputies and
3030 vehicles; Constable Bailey received the NASA Medal for Outstanding
3131 Public Service, the agency's highest civilian award; and
3232 WHEREAS, Bill Bailey was active in a wide range of
3333 professional and civic organizations; he served as president of
3434 the Justices of the Peace and Constables Association of Texas and
3535 the Texas Association of Counties, and he participated with
3636 energy and devotion in such groups as the Pasadena Rotary Club,
3737 the Salvation Army, the YMCA, the San Jacinto College Foundation,
3838 and local chambers of commerce and school district education
3939 foundations, all of which he enriched with his enthusiasm for
4040 doing good; he was an active member of South Main Baptist Church
4141 in Pasadena and a 32nd degree Mason; and
4242 WHEREAS, He and his beloved wife of more than 40 years,
4343 Janis Bailey, were blessed with four children and numerous
4444 grandchildren and great-grandchildren who brought him great
4545 joy; and
4646 WHEREAS, Bill Bailey was a man of integrity, strength, and
4747 compassion who gave generously to others, and his exceptional
4848 accomplishments and his many contributions to his community have
4949 had a positive impact that will last for years to come; and
5050 WHEREAS, He was a devoted husband, father, and grandfather,
5151 and he leaves behind memories that will be treasured forever by
5252 his family and countless friends; now, therefore, be it
5353 RESOLVED, That the Senate of the State of Texas, 85th
5454 Legislature, 1st Called Session, hereby extend sincere condolences
5555 to the bereaved family of Bill Bailey; and, be it further
5656 RESOLVED, That a copy of this Resolution be prepared for
5757 his family as an expression of deepest sympathy from the Texas
5858 Senate and that when the Senate adjourns this day, it do so in
5959 memory of Bill Bailey.
