5 | 5 | | WHEREAS, The Senate of the State of Texas joins the citizens |

6 | 6 | | of Houston in mourning the loss of Bill Bailey, who died July 27, |

8 | 8 | | WHEREAS, Bill Bailey was an exemplary citizen who was |
---|
9 | 9 | | widely respected and admired for his work in the community, both |
---|
10 | 10 | | as Precinct 8 constable in Harris County and as the longtime |
---|
11 | 11 | | voice of the Houston Livestock Show and Rodeo; and |
---|
12 | 12 | | WHEREAS, Born Milton Odom Stanley in 1939, Bill Bailey |
---|
13 | 13 | | attended Texas Western College for a time before beginning a long |
---|
14 | 14 | | and successful career in radio broadcasting; he assumed the name |
---|
15 | 15 | | Bill Bailey after accepting a disc jockey position that had been |
---|
16 | 16 | | promoted with the song Bill Bailey, Won't You Please Come Home, |
---|
17 | 17 | | and he eventually took the name as his own; and |
---|
18 | 18 | | WHEREAS, He became a nationally prominent figure in the |
---|
19 | 19 | | country music scene and won numerous awards for his work, including |
---|
20 | 20 | | Billboard magazine's 1970 Country Radio Program Director of the |
---|
21 | 21 | | Year and the Country Music Association's 1979 Large Market Disc |
---|
22 | 22 | | Jockey of the Year; he was inducted into the Texas Radio Hall of |
---|
23 | 23 | | Fame in 2009 and the Country Radio Broadcasters Hall of Fame in |
---|
24 | 24 | | 2010; and |
---|
25 | 25 | | WHEREAS, He was elected Precinct 8 constable in 1982 and |
---|
26 | 26 | | served with distinction for seven terms; his office provided |
---|
27 | 27 | | exceptional support to the Johnson Space Center, and the Precinct |
---|
28 | 28 | | 8 constable's office is the only police agency in the country |
---|
29 | 29 | | with a NASA-designed Astronaut Support patch for deputies and |
---|
30 | 30 | | vehicles; Constable Bailey received the NASA Medal for Outstanding |
---|
31 | 31 | | Public Service, the agency's highest civilian award; and |
---|
32 | 32 | | WHEREAS, Bill Bailey was active in a wide range of |
---|
33 | 33 | | professional and civic organizations; he served as president of |
---|
34 | 34 | | the Justices of the Peace and Constables Association of Texas and |
---|
35 | 35 | | the Texas Association of Counties, and he participated with |
---|
36 | 36 | | energy and devotion in such groups as the Pasadena Rotary Club, |
---|
37 | 37 | | the Salvation Army, the YMCA, the San Jacinto College Foundation, |
---|
38 | 38 | | and local chambers of commerce and school district education |
---|
39 | 39 | | foundations, all of which he enriched with his enthusiasm for |
---|
40 | 40 | | doing good; he was an active member of South Main Baptist Church |
---|
41 | 41 | | in Pasadena and a 32nd degree Mason; and |
---|
42 | 42 | | WHEREAS, He and his beloved wife of more than 40 years, |
---|
43 | 43 | | Janis Bailey, were blessed with four children and numerous |
---|
44 | 44 | | grandchildren and great-grandchildren who brought him great |
---|
45 | 45 | | joy; and |
---|
46 | 46 | | WHEREAS, Bill Bailey was a man of integrity, strength, and |
---|
47 | 47 | | compassion who gave generously to others, and his exceptional |
---|
48 | 48 | | accomplishments and his many contributions to his community have |
---|
49 | 49 | | had a positive impact that will last for years to come; and |
---|
50 | 50 | | WHEREAS, He was a devoted husband, father, and grandfather, |
---|
51 | 51 | | and he leaves behind memories that will be treasured forever by |
---|
52 | 52 | | his family and countless friends; now, therefore, be it |
---|
53 | 53 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
54 | 54 | | Legislature, 1st Called Session, hereby extend sincere condolences |
---|
55 | 55 | | to the bereaved family of Bill Bailey; and, be it further |
---|
56 | 56 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
57 | 57 | | his family as an expression of deepest sympathy from the Texas |
---|
58 | 58 | | Senate and that when the Senate adjourns this day, it do so in |
