SENATE RESOLUTION NO. 31 WHEREAS, The Senate of the State of Texas is pleased to recognize Toribio Garza Jr., who is retiring as district engineer for the Pharr District after nearly 30 years of outstanding service with the Texas Department of Transportation; and WHEREAS, Toribio Garza began his distinguished career in state service in 1986 after earning a civil engineering degree from The University of Texas at Austin; he held various leadership positions in the Pharr and Corpus Christi Districts before becoming director of the department's Maintenance Division in 2009; and WHEREAS, Talented and resourceful, Mr. Garza was an important member of the Pavement Management Program team that received the 2011 Global Road Achievement Award from the International Road Federation; and WHEREAS, After a short retirement, he returned to state service in 2013 to assume the position of district engineer for the Pharr District, where he has helped set in motion numerous major projects that will transform the state's network of roads in South Texas; and WHEREAS, An exemplary public servant, he is respected and admired by his colleagues, and his leadership at the Texas Department of Transportation will be greatly missed; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, 1st Called Session, hereby commend Toribio Garza Jr. on his exceptional service to the people of Texas as an engineer and administrator with the Texas Department of Transportation and extend to him best wishes for continued success in all his endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
