2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Retired General Tommy R. Franks, who is being honored |
---|
4 | 4 | | by the Midland Independent School District for his distinguished |
---|
5 | 5 | | service to the nation; and |
---|
6 | 6 | | WHEREAS, In May of 2017, the Midland Independent School |
---|
7 | 7 | | District Board of Trustees voted to change the name of Crockett |
---|
8 | 8 | | Elementary School to General Tommy Franks Elementary School in |
---|
9 | 9 | | honor of the beloved town hero; and |
---|
10 | 10 | | WHEREAS, Born in Wynnewood, Oklahoma, Tommy Franks grew up |
---|
11 | 11 | | in Midland, and he graduated from Robert E. Lee High School; he |
---|
12 | 12 | | joined the United States Army in 1965, and he was commissioned as |
---|
13 | 13 | | a second lieutenant two years later; and |
---|
14 | 14 | | WHEREAS, This courageous serviceman earned six awards for |
---|
15 | 15 | | valor during his service in the Vietnam War and received three |
---|
16 | 16 | | Purple Hearts; in the following three decades, he gained |
---|
17 | 17 | | knowledge and leadership experience through his service in West |
---|
18 | 18 | | Germany, the demilitarized zone in Korea, and the Middle East; |
---|
19 | 19 | | along the way, he earned a bachelor's degree from The University |
---|
20 | 20 | | of Texas at Arlington and a master's degree from Shippensburg |
---|
21 | 21 | | University, and he graduated from both the Armed Forces Staff |
---|
22 | 22 | | College and the Army War College; and |
---|
23 | 23 | | WHEREAS, In 2000, General Franks was promoted to four-star |
---|
24 | 24 | | general and assigned as the commander-in-chief of the United |
---|
25 | 25 | | States Central Command; in this position, he led United States |
---|
26 | 26 | | and coalition troops in two strategically unprecedented |
---|
27 | 27 | | campaigns in two years, Operation Enduring Freedom and Operation |
---|
28 | 28 | | Iraqi Freedom; and |
---|
29 | 29 | | WHEREAS, General Franks retired from military service in |
---|
30 | 30 | | 2003 having earned numerous medals and distinctions, and the |
---|
31 | 31 | | following year, he was awarded the Presidential Medal of Freedom; |
---|
32 | 32 | | in recognition of his exemplary service to the nation, the campus |
---|
33 | 33 | | at 401 East Parker Avenue will be known as the General Tommy |
---|
34 | 34 | | Franks Elementary School beginning with the 2017-2018 school |
---|
35 | 35 | | year; now, therefore, be it |
---|
36 | 36 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
37 | 37 | | Legislature, 1st Called Session, hereby commend Retired General |
---|
38 | 38 | | Tommy R. Franks for his exceptional commitment to his country and |
---|
39 | 39 | | his outstanding service in the United States Army and |
---|
40 | 40 | | congratulate him on being honored with a namesake school campus |
---|
41 | 41 | | in Midland; and, be it further |

42 | 42 | | RESOLVED, That a copy of this Resolution be prepared for |

43 | 43 | | him as an expression of esteem from the Texas Senate. |
