6 | 6 | | relating to information on projected changes in weather and water |

7 | 7 | | availability in strategic plans of certain state agencies. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Section 2056.002(b), Government Code, is amended |
---|
10 | 10 | | to read as follows: |
---|
11 | 11 | | (b) The Legislative Budget Board and the division of the |
---|
12 | 12 | | governor's office responsible for budget and policy [Governor's |
---|
13 | 13 | | Office of Budget, Policy, and Planning] shall determine the |
---|
14 | 14 | | elements required to be included in each agency's strategic plan. |
---|
15 | 15 | | Unless modified by the Legislative Budget Board and the division |
---|
16 | 16 | | [Governor's Office of Budget, Policy, and Planning], and except as |
---|
17 | 17 | | provided by Subsection (c), a plan must include: |
---|
18 | 18 | | (1) a statement of the mission and goals of the state |
---|
19 | 19 | | agency; |
---|
20 | 20 | | (2) a description of the indicators developed under |
---|
21 | 21 | | this chapter and used to measure the output and outcome of the |
---|
22 | 22 | | agency; |
---|
23 | 23 | | (3) identification of the groups of people served by |
---|
24 | 24 | | the agency, including those having service priorities, or other |
---|
25 | 25 | | service measures established by law, and estimates of changes in |
---|
26 | 26 | | those groups expected during the term of the plan; |
---|
27 | 27 | | (4) an analysis of the use of the agency's resources to |
---|
28 | 28 | | meet the agency's needs, including future needs, and an estimate of |
---|
29 | 29 | | additional resources that may be necessary to meet future needs; |
---|
30 | 30 | | (5) an analysis of expected changes in the services |
---|
31 | 31 | | provided by the agency because of changes in state or federal law; |
---|
32 | 32 | | (6) a description of the means and strategies for |
---|
33 | 33 | | meeting the agency's needs, including future needs, and achieving |
---|
34 | 34 | | the goals established under Section 2056.006 for each area of state |
---|
35 | 35 | | government for which the agency provides services; |
---|
36 | 36 | | (7) a description of the capital improvement needs of |
---|
37 | 37 | | the agency during the term of the plan and a statement, if |
---|
38 | 38 | | appropriate, of the priority of those needs; |
---|
39 | 39 | | (8) identification of each geographic region of this |
---|
40 | 40 | | state, including the Texas-Louisiana border region and the |
---|
41 | 41 | | Texas-Mexico border region, served by the agency, and if |
---|
42 | 42 | | appropriate the agency's means and strategies for serving each |
---|
43 | 43 | | region; |
---|
44 | 44 | | (9) a description of the training of the agency's |
---|
45 | 45 | | contract managers under Section 2262.053; |
---|
46 | 46 | | (10) an analysis of the agency's expected expenditures |
---|
47 | 47 | | that relate to federally owned or operated military installations |
---|
48 | 48 | | or facilities, or communities where a federally owned or operated |
---|
49 | 49 | | military installation or facility is located; |
---|
50 | 50 | | (11) an analysis of the strategic use of information |
---|
51 | 51 | | resources as provided by the instructions prepared under Section |
---|
52 | 52 | | 2054.095; [and] |
---|
53 | 53 | | (12) for the Department of Agriculture, Texas |
---|
54 | 54 | | Commission on Environmental Quality, General Land Office, Texas |
---|
55 | 55 | | Department of Housing and Community Affairs, Texas Department of |
---|
56 | 56 | | Insurance, Parks and Wildlife Department, Department of Public |
---|
57 | 57 | | Safety, Public Utility Commission of Texas, office of the |
---|
58 | 58 | | comptroller, Texas A&M Forest Service, and Texas Water Development |
---|
59 | 59 | | Board: |
---|
60 | 60 | | (A) an analysis of expected changes, including |
---|
61 | 61 | | adverse impacts, in the services provided by the agency because of |
---|
62 | 62 | | projected changes in weather, water availability, and climate |
---|
63 | 63 | | variability, as determined by the Texas state climatologist's |
---|
64 | 64 | | report under Section 2056.005(c); |
---|
65 | 65 | | (B) for each period described in Section |
---|
66 | 66 | | 2056.005(c), a description of the means and strategies for meeting |
---|
67 | 67 | | the agency's needs and managing the risks associated with the |
---|
68 | 68 | | projected changes in weather, water availability, and climate |
---|
69 | 69 | | variability as determined by the report; and |
---|
70 | 70 | | (C) for the means and strategies described by |
---|
71 | 71 | | Paragraph (B): |
---|
72 | 72 | | (i) identification of any financial |
---|
73 | 73 | | resources that will be needed to carry out those means and |
---|
74 | 74 | | strategies; and |
---|
75 | 75 | | (ii) an analysis of partnerships and |
---|
76 | 76 | | cooperation between the agency and other state, local, and federal |
---|
77 | 77 | | governmental entities that will be needed to carry out those means |
---|
78 | 78 | | and strategies; and |
---|
79 | 79 | | (13) other information that may be required. |
---|
80 | 80 | | SECTION 2. Section 2056.005, Government Code, is amended by |
---|
81 | 81 | | adding Subsections (c), (d), (e), and (f) to read as follows: |
---|
82 | 82 | | (c) Not later than February 1 of each even-numbered year, |
---|
83 | 83 | | the Texas state climatologist shall provide to the Legislative |
---|
84 | 84 | | Budget Board, for use in the strategic planning of a state agency |
---|
85 | 85 | | listed in Section 2056.002(b)(12), a report on projected changes in |
---|
86 | 86 | | weather, water availability, and climate variability across the |
---|
87 | 87 | | state for a period of: |
---|
88 | 88 | | (1) five years beginning with the next odd-numbered |
---|
89 | 89 | | year; and |
---|
90 | 90 | | (2) at least 20 years and not longer than 50 years |
---|
91 | 91 | | beginning with the next odd-numbered year. |
---|
92 | 92 | | (d) The report under Subsection (c) may include: |
---|
93 | 93 | | (1) projections of precipitation; |
---|
94 | 94 | | (2) projections of temperature; |
---|
95 | 95 | | (3) projections of stream flow in Texas rivers; |
---|
96 | 96 | | (4) projections of evaporation rates; |
---|
97 | 97 | | (5) projections of soil moisture rates; |
---|
98 | 98 | | (6) projections of sea level changes; |
---|
99 | 99 | | (7) projections of coastal storm intensity; |
---|
100 | 100 | | (8) projections of inland and coastal flood intensity; |
---|
101 | 101 | | (9) likely ranges of variability for all projections; |
---|
102 | 102 | | (10) any estimations of the likelihood of the |
---|
103 | 103 | | forecasts, as considered appropriate by the Texas state |
---|
104 | 104 | | climatologist; and |
---|
105 | 105 | | (11) any additional factors that are considered useful |
---|
106 | 106 | | for state agency strategic planning by the Texas state |
---|
107 | 107 | | climatologist. |
---|
108 | 108 | | (e) The Texas state climatologist may use a forecast created |
---|
109 | 109 | | outside of the office of the state climatologist if the forecast is |
---|
110 | 110 | | considered suitable by the climatologist for the requirements of |
---|
111 | 111 | | the report. |
---|
112 | 112 | | (f) Not later than March 1 of each even-numbered year, the |
---|
113 | 113 | | Legislative Budget Board shall distribute the report provided under |
---|
114 | 114 | | Subsection (c) to the state agencies listed in Section |
---|
115 | 115 | | 2056.002(b)(12) for use in each agency's strategic planning. |
---|
116 | 116 | | SECTION 3. This Act takes effect September 1, 2019 |
