9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 402.042(b), Government Code, is amended | |
11 | 11 | to read as follows: | |
12 | 12 | (b) An opinion may be requested by: | |
13 | 13 | (1) the governor; | |
14 | 14 | (2) the head of a department of state government; | |
15 | 15 | (3) a head or board of a penal institution; | |
16 | 16 | (4) a head or board of an eleemosynary institution; | |
17 | 17 | (5) the head of a state board; | |
18 | 18 | (6) a regent or trustee of a state educational | |
19 | 19 | institution; | |
20 | 20 | (7) a member [committee] of a house of the | |
21 | 21 | legislature; | |
22 | 22 | (8) a county auditor authorized by law; or | |
23 | 23 | (9) the chairman of the governing board of a river | |
24 | 24 | authority. | |
25 | 25 | SECTION 2. This Act takes effect immediately if it receives | |
26 | 26 | a vote of two-thirds of all the members elected to each house, as | |
27 | 27 | provided by Section 39, Article III, Texas Constitution. If this | |
28 | 28 | Act does not receive the vote necessary for immediate effect, this | |
29 | 29 | Act takes effect September 1, 2019. |
