11+ A BILL TO BE ENTITLED
412 AN ACT
513 relating to instruction in positive character traits in public
614 schools.
715 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
816 SECTION 1. The heading to Section 29.906, Education Code,
917 is amended to read as follows:
1018 Sec. 29.906. CHARACTER TRAITS INSTRUCTION [EDUCATION
1119 PROGRAM].
1220 SECTION 2. Section 29.906, Education Code, is amended by
1321 amending Subsections (a), (b), and (c) and adding Subsection (g) to
1422 read as follows:
1523 (a) The State Board of Education shall integrate positive
1624 character traits into the essential knowledge and skills adopted
1725 for kindergarten through grade 12, as appropriate [A school
1826 district may provide a character education program].
1927 (b) The State Board of Education must include the following
2028 [A character education program under this section must:
2129 [(1) stress] positive character traits [, such as]:
2230 (1) [(A)] courage;
2331 (2) [(B)] trustworthiness, including honesty,
2432 reliability, punctuality, and loyalty;
2533 (3) [(C)] integrity;
2634 (4) [(D)] respect and courtesy;
2735 (5) [(E)] responsibility, including accountability,
2836 diligence, perseverance, and self-control;
2937 (6) [(F)] fairness, including justice and freedom
3038 from prejudice;
3139 (7) [(G)] caring, including kindness, empathy,
3240 compassion, consideration, patience, generosity, and charity;
3341 (8) [(H)] good citizenship, including patriotism,
3442 concern for the common good and the community, and respect for
3543 authority and the law; [and]
3644 (9) [(I)] school pride; and
3745 (10) gratitude[;
3846 [(2) use integrated teaching strategies; and
3947 [(3) be age appropriate].
4048 (c) Each school district and open-enrollment charter school
4149 must adopt a character education program that includes the positive
4250 character traits listed in Subsection (b). In developing or
4351 selecting a character education program under this section, a
4452 school district shall consult with a committee selected by the
4553 district that consists of:
4654 (1) parents of district students;
4755 (2) educators; and
4856 (3) other members of the community, including
4957 community leaders.
5058 (g) The State Board of Education may adopt rules as
5159 necessary to implement this section.
5260 SECTION 3. This Act applies beginning with the 2019-2020
5361 school year.
5462 SECTION 4. This Act takes effect immediately if it receives
5563 a vote of two-thirds of all the members elected to each house, as
5664 provided by Section 39, Article III, Texas Constitution. If this
5765 Act does not receive the vote necessary for immediate effect, this
5866 Act takes effect September 1, 2019.
