| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 12.0273, Agriculture Code, is amended by | |
| 12 | 12 | adding Subsection (a-1) to read as follows: | |
| 13 | 13 | (a-1) Money in the fund may not be used to finance a facility | |
| 14 | 14 | or establishment at which gambling is to be conducted. The term | |
| 15 | 15 | "gambling" includes playing bingo for a prize and wagering on | |
| 16 | 16 | greyhound or horse races. | |
| 17 | 17 | SECTION 2. Section 481.078, Government Code, is amended by | |
| 18 | 18 | adding Subsection (e-2) to read as follows: | |
| 19 | 19 | (e-2) The governor may not award a grant to an entity to | |
| 20 | 20 | finance a facility or establishment at which gambling is to be | |
| 21 | 21 | conducted. The term "gambling" includes playing bingo for a prize | |
| 22 | 22 | and wagering on greyhound or horse races. | |
| 23 | 23 | SECTION 3. The changes in law made by this Act apply only to | |
| 24 | 24 | a loan or grant made on or after the effective date of this Act. A | |
| 25 | 25 | loan or grant made before the effective date of this Act is governed | |
| 26 | 26 | by the law in effect on the date the loan or grant was made, and the | |
| 27 | 27 | former law is continued in effect for that purpose. | |
| 28 | 28 | SECTION 4. This Act takes effect September 1, 2019. |
