7 | 7 | | relating to an annual report prepared by the Health Professions |

8 | 8 | | Council. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 101.151, Occupations Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | Sec. 101.151. ANNUAL REPORT. (a) The council shall prepare |
---|
13 | 13 | | an annual report that includes: |
---|
14 | 14 | | (1) a statistical compilation of enforcement actions |
---|
15 | 15 | | taken by a regulatory agency listed in Section 101.002; |
---|
16 | 16 | | (2) recommendations for statutory changes to improve |
---|
17 | 17 | | the regulation of the health care professions; [and] |
---|
18 | 18 | | (3) strategies to expand the health care workforce in |
---|
19 | 19 | | this state, including: |
---|
20 | 20 | | (A) methods for reducing the time required to |
---|
21 | 21 | | process license applications for health care professions; |
---|
22 | 22 | | (B) methods for increasing the number of health |
---|
23 | 23 | | care practitioners providing mental and behavioral health care |
---|
24 | 24 | | services; and |
---|
25 | 25 | | (C) any statutory and legislative appropriation |
---|
26 | 26 | | recommendations the council determines are appropriate for |
---|
27 | 27 | | expanding the health care workforce in this state, including |
---|
28 | 28 | | recommendations for expanding the health care workforce in |
---|
29 | 29 | | medically underserved areas; and |
---|
30 | 30 | | (4) [(3)] other relevant information and |
---|
31 | 31 | | recommendations determined necessary by the council. |
---|
32 | 32 | | (b) The council shall send the report to the governor, the |
---|
33 | 33 | | lieutenant governor, [and] the speaker of the house of |
---|
34 | 34 | | representatives, the chairs of the standing committees of the |
---|
35 | 35 | | senate and the house of representatives having primary jurisdiction |
---|
36 | 36 | | over public health, and the chairs of the standing committees of the |
---|
37 | 37 | | senate and the house of representatives having primary jurisdiction |
---|
38 | 38 | | over state finance or appropriations not later than February 1 of |
---|
39 | 39 | | each year. |
---|
40 | 40 | | SECTION 2. Notwithstanding Section 101.151, Occupations |
---|
41 | 41 | | Code, as amended by this Act, the Health Professions Council |
---|
42 | 42 | | established under Chapter 101, Occupations Code: |
---|
43 | 43 | | (1) is not required to include in the annual report |
---|
44 | 44 | | required under Section 101.151 the strategies described by Section |
---|
45 | 45 | | 101.151(a)(3), Occupations Code, as added by this Act, until |
---|
46 | 46 | | February 1, 2021; and |
---|
47 | 47 | | (2) shall submit to the governor, the lieutenant |
---|
48 | 48 | | governor, the speaker of the house of representatives, the chairs |
---|
49 | 49 | | of the standing committees of the senate and the house of |
---|
50 | 50 | | representatives having primary jurisdiction over public health, |
---|
51 | 51 | | and the chairs of the standing committees of the senate and the |
---|
52 | 52 | | house of representatives having primary jurisdiction over state |
---|
53 | 53 | | finance or appropriations a report that includes only the |
---|
54 | 54 | | strategies described by Section 101.151(a)(3) not later than June |
---|
55 | 55 | | 1, 2020. |
---|
56 | 56 | | SECTION 3. This Act takes effect immediately if it receives |
---|
57 | 57 | | a vote of two-thirds of all the members elected to each house, as |
---|
58 | 58 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
59 | 59 | | Act does not receive the vote necessary for immediate effect, this |
---|
60 | 60 | | Act takes effect September 1, 2019. |
