69 AN ACT
710 relating to personal financial literacy courses for high school
811 students in public schools.
912 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10- SECTION 1. Section 28.0021, Education Code, is amended by
11- amending Subsection (b) and adding Subsection (c) to read as
12- follows:
13+ SECTION 1. Section 28.0021(b), Education Code, is amended
14+ to read as follows:
1315 (b) Each school district and each open-enrollment charter
1416 school that offers a high school program shall provide a [an
1517 elective] course in personal financial literacy that meets the
1618 requirements for [a one-half elective] credit under Section 28.025,
1719 using materials approved by the State Board of Education. The
18- course may be offered as a distinct course in personal financial
19- literacy or as an elective course or existing course that includes
20- instruction in personal financial literacy sufficient to meet the
21- requirements for one-half credit under Section 28.025(b-1)(9). The
2220 instruction in personal financial literacy must include
23- instruction on:
24- (1) completing the application for federal student aid
25- provided by the United States Department of Education;
26- (2) the financial consequences of failing to make
27- timely student loan payments;
28- (3) the effect of student loan debt on a person's
29- finances; and
30- (4) the circumstances in which student loans are
31- dischargeable in bankruptcy.
32- (c) In fulfilling the requirement to provide financial
33- literacy instruction under this section, a school district or
21+ instruction on completing the application for federal student aid
22+ provided by the United States Department of Education. In
23+ fulfilling the requirement to provide financial literacy
24+ instruction under this section, a school district or
3425 open-enrollment charter school may use an existing state, federal,
3526 private, or nonprofit program that provides students without charge
3627 the instruction described under this section.
3728 SECTION 2. Section 28.025(b-1), Education Code, is amended
3829 to read as follows:
3930 (b-1) The State Board of Education by rule shall require
4031 that the curriculum requirements for the foundation high school
4132 program under Subsection (a) include a requirement that students
4233 successfully complete:
4334 (1) four credits in English language arts under
4435 Section 28.002(a)(1)(A), including one credit in English I, one
4536 credit in English II, one credit in English III, and one credit in
4637 an advanced English course authorized under Subsection (b-2);
4738 (2) three credits in mathematics under Section
4839 28.002(a)(1)(B), including one credit in Algebra I, one credit in
4940 geometry, and one credit in any advanced mathematics course
5041 authorized under Subsection (b-2);
5142 (3) three credits in science under Section
5243 28.002(a)(1)(C), including one credit in biology, one credit in any
5344 advanced science course authorized under Subsection (b-2), and one
5445 credit in integrated physics and chemistry or in an additional
5546 advanced science course authorized under Subsection (b-2);
5647 (4) three credits in social studies under Section
5748 28.002(a)(1)(D), including one credit in United States history, at
5849 least one-half credit in government and at least one-half credit in
5950 economics, and one credit in world geography or world history;
6051 (5) except as provided under Subsections (b-12),
6152 (b-13), and (b-14), two credits in the same language in a language
6253 other than English under Section 28.002(a)(2)(A);
6354 (6) four and one-half [five] elective credits;
6455 (7) one credit in fine arts under Section
6556 28.002(a)(2)(D); [and]
6657 (8) except as provided by Subsection (b-11), one
6758 credit in physical education under Section 28.002(a)(2)(C); and
6859 (9) at least one-half credit in personal financial
6960 literacy under Section 28.0021.
7061 SECTION 3. Section 28.025(b-1), Education Code, as amended
7162 by this Act, applies only to students entering the ninth grade
7263 during the 2019-2020 school year or a later school year. For
7364 students entering a grade above ninth grade during the 2019-2020
7465 school year, Section 28.025(b-1), Education Code, as that section
7566 existed before amendment by this Act, applies, and that section is
7667 continued in effect for that purpose.
7768 SECTION 4. This Act takes effect immediately if it receives
7869 a vote of two-thirds of all the members elected to each house, as
7970 provided by Section 39, Article III, Texas Constitution. If this
8071 Act does not receive the vote necessary for immediate effect, this
8172 Act takes effect September 1, 2019.
