10- testing requirements and the reporting of information regarding the
11- number of students who are at risk for or who have dyslexia or a
12- related disorder.

139 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1410 SECTION 1. Section 7.028(a), Education Code, is amended to
1511 read as follows:
1612 (a) Except as provided by Section 29.001(5), 29.010(a),
1713 38.003, or 39.057, the agency may monitor compliance with
1814 requirements applicable to a process or program provided by a
1915 school district, campus, program, or school granted charters under
2016 Chapter 12, including the process described by Subchapter F,
2117 Chapter 11, or a program described by Subchapter B, C, D, E, F, H, or
2218 I, Chapter 29, or Subchapter A, Chapter 37, [or Section 38.003,] and
2319 the use of funds provided for such a program under Subchapter C,
2420 Chapter 42, only as necessary to ensure:
2521 (1) compliance with federal law and regulations;
2622 (2) financial accountability, including compliance
2723 with grant requirements; and
2824 (3) data integrity for purposes of:
2925 (A) the Public Education Information Management
3026 System (PEIMS); and
3127 (B) accountability under Chapters 39 and 39A.
3228 SECTION 2. Section 38.003, Education Code, is amended by
3329 amending Subsection (c) and adding Subsection (c-1) to read as
3430 follows:
3531 (c) Subject to Subsection (c-1), the [The] State Board of
3632 Education shall adopt any rules and standards necessary to
3733 administer this section.
3834 (c-1) The agency by rule shall develop procedures designed
3935 to allow the agency to:
4036 (1) effectively audit and monitor and periodically
4137 conduct site visits of all school districts to ensure that
4238 districts are complying with this section, including the program
4339 approved by the State Board of Education under this section;
4440 (2) identify any problems school districts experience
4541 in complying with this section, including the program approved by
4642 the State Board of Education under this section; and
4743 (3) develop reasonable and appropriate remedial
4844 strategies to address school district noncompliance and ensure the
4945 purposes of this section are accomplished.
50- SECTION 3. Section 42.006(a-1), Education Code, is amended
51- to read as follows:
52- (a-1) The commissioner by rule shall require each school
53- district and open-enrollment charter school to report through the
54- Public Education Information Management System information
55- regarding the number of students enrolled in the district or school
56- who are identified as having dyslexia or related disorders or being
57- at risk for dyslexia or other reading difficulties. The agency
58- shall maintain the information provided in accordance with this
59- subsection.
60- SECTION 4. This Act applies beginning with the 2019-2020
