| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter B, Chapter 403, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 403.0243 to read as follows: |
|---|
| 13 | 13 | | Sec. 403.0243. POLITICAL SUBDIVISION DISASTER EXPENDITURE |
|---|
| 14 | 14 | | DATABASE. (a) In this section: |
|---|
| 15 | 15 | | (1) "Disaster" has the meaning assigned by Section |
|---|
| 16 | 16 | | 418.004. |
|---|
| 17 | 17 | | (2) "Political subdivision" means a county, |
|---|
| 18 | 18 | | municipality, school district, junior college district, other |
|---|
| 19 | 19 | | special district, or other subdivision of state government. |
|---|
| 20 | 20 | | (b) The comptroller shall establish and maintain on the |
|---|
| 21 | 21 | | Internet an electronically searchable database that contains the |
|---|
| 22 | 22 | | following information for each political subdivision: |
|---|
| 23 | 23 | | (1) the total amount budgeted by the political |
|---|
| 24 | 24 | | subdivision for disaster preparedness, response, rebuilding, and |
|---|
| 25 | 25 | | mitigation in the most recent fiscal year of the political |
|---|
| 26 | 26 | | subdivision that is complete; |
|---|
| 27 | 27 | | (2) the total amount spent by the political |
|---|
| 28 | 28 | | subdivision for disaster preparedness, response, rebuilding, and |
|---|
| 29 | 29 | | mitigation in the most recent fiscal year of the political |
|---|
| 30 | 30 | | subdivision that is complete; and |
|---|
| 31 | 31 | | (3) the total amount received by the political |
|---|
| 32 | 32 | | subdivision for disaster preparedness, response, rebuilding, and |
|---|
| 33 | 33 | | mitigation in the most recent fiscal year of the political |
|---|
| 34 | 34 | | subdivision that is complete from the following categories, stated |
|---|
| 35 | 35 | | as a total amount and a per category amount: |
|---|
| 36 | 36 | | (A) the federal government; |
|---|
| 37 | 37 | | (B) the state government; |
|---|
| 38 | 38 | | (C) another public entity, including another |
|---|
| 39 | 39 | | political subdivision; and |
|---|
| 40 | 40 | | (D) a private entity, including an insurance |
|---|
| 41 | 41 | | company or nonprofit charitable organization. |
|---|
| 42 | 42 | | (c) The comptroller shall update the information in the |
|---|
| 43 | 43 | | database for a political subdivision not later than the 45th day |
|---|
| 44 | 44 | | after the date on which the comptroller receives a report from the |
|---|
| 45 | 45 | | political subdivision under Subsection (d). |
|---|
| 46 | 46 | | (d) Each political subdivision shall, at the close of the |
|---|
| 47 | 47 | | political subdivision's fiscal year, prepare and file with the |
|---|
| 48 | 48 | | comptroller an annual report that contains for that fiscal year the |
|---|
| 49 | 49 | | information described by Subsection (b). Each political |
|---|
| 50 | 50 | | subdivision must file the report required by this subsection in a |
|---|
| 51 | 51 | | form and in the manner prescribed by the comptroller. The |
|---|
| 52 | 52 | | comptroller shall prepare a form for the report required by this |
|---|
| 53 | 53 | | subsection. |
|---|
| 54 | 54 | | (e) The comptroller shall establish procedures and adopt |
|---|
| 55 | 55 | | rules to implement this section. |
|---|
| 56 | 56 | | SECTION 2. The comptroller of public accounts shall: |
|---|
| 57 | 57 | | (1) prepare and make available the form required by |
|---|
| 58 | 58 | | Section 403.0243(d), Government Code, as added by this Act, not |
|---|
| 59 | 59 | | later than October 1, 2019; and |
|---|
| 60 | 60 | | (2) establish and post on the Internet the database |
|---|
| 61 | 61 | | required by Section 403.0243, Government Code, as added by this |
|---|
| 62 | 62 | | Act, not later than September 1, 2020. |
|---|
| 63 | 63 | | SECTION 3. The first report required of a political |
|---|
| 64 | 64 | | subdivision under Section 403.0243(d), Government Code, as added by |
|---|
| 65 | 65 | | this Act, must be filed with the comptroller of public accounts at |
|---|
| 66 | 66 | | the close of the political subdivision's 2019 fiscal year. |
|---|
| 67 | 67 | | SECTION 4. This Act takes effect September 1, 2019. |
