9- relating to requiring a school district corrective action plan to
10- improve district transparency in certain circumstances.
7+ relating to the duties of the board of trustees of certain school
8+ districts.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. Subchapter C, Chapter 39, Education Code, is
13- amended by adding Section 39.060 to read as follows:
14- Sec. 39.060. CORRECTIVE ACTION PLAN FOR CERTAIN VIOLATIONS.
15- (a) If a school district is notified by the agency of a special
16- accreditation investigation for an alleged violation of compliance
17- with the requirements for open meetings under Chapter 551,
18- Government Code, the district's board of trustees must, with
19- assistance from the agency, prepare a corrective action plan to
20- improve the transparency of board activities. The plan must
21- include methods to:
22- (1) increase information reporting frequency as
23- determined necessary by the agency;
24- (2) improve accessibility of reported information;
25- and
26- (3) ensure that reported information is easily
27- understandable to parents of students enrolled in the district and
28- community members.
29- (b) The school district, with assistance from the agency,
30- must complete a corrective action plan not later than the 90th day
31- after the date the agency completes the special accreditation
32- investigation described by Subsection (a).
10+ SECTION 1. Subchapter D, Chapter 11, Education Code, is
11+ amended by adding Section 11.1517 to read as follows:
12+ Sec. 11.1517. REQUIRED REPORT FOR CERTAIN SCHOOL DISTRICTS.
13+ (a) This section applies only to a school district with student
14+ enrollment of 10,000 or more.
15+ (b) The board of trustees of a school district shall:
16+ (1) not later than the 10th day of each month, publish
17+ a report that includes:
18+ (A) minutes of all board meetings conducted
19+ during the preceding month; and
20+ (B) all plans and objectives under consideration
21+ by the board regarding the district;
22+ (2) at least once in each quarter of the calendar year,
23+ publish a report that includes:
24+ (A) student academic achievement; and
25+ (B) current details of district finances;
26+ (3) publish the reports required by this section on
27+ the home page of the district's Internet website; and
28+ (4) announce at district board meetings the dates on
29+ which the reports required by this section will be posted on the
30+ district's Internet website.
3331 SECTION 2. This Act takes effect September 1, 2019.
