| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. The heading to Section 7.003, Water Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | Sec. 7.003. ENFORCEMENT REPORT AND STATUS MEETINGS. |
|---|
| 14 | 14 | | SECTION 2. Section 7.003, Water Code, is amended by adding |
|---|
| 15 | 15 | | Subsections (d) and (e) to read as follows: |
|---|
| 16 | 16 | | (d) The commission shall publish each report required under |
|---|
| 17 | 17 | | Subsection (a) on the commission's Internet website not later than |
|---|
| 18 | 18 | | the 15th day before the date of a meeting of the commission for |
|---|
| 19 | 19 | | which public notice is given. |
|---|
| 20 | 20 | | (e) This subsection applies to an enforcement action that |
|---|
| 21 | 21 | | involves a violation of Chapter 361, Health and Safety Code, by or |
|---|
| 22 | 22 | | at a facility. The commission shall file with the state senator and |
|---|
| 23 | 23 | | state representative in whose district the facility that is the |
|---|
| 24 | 24 | | subject of the enforcement action is located a copy of the report |
|---|
| 25 | 25 | | and of the minutes of the meeting reflecting commission action |
|---|
| 26 | 26 | | relating to the report. Until the enforcement action is resolved, |
|---|
| 27 | 27 | | at least once a month the commission shall conduct in the county in |
|---|
| 28 | 28 | | which the facility that is the subject of the enforcement action is |
|---|
| 29 | 29 | | located a public informational meeting regarding the status of the |
|---|
| 30 | 30 | | enforcement action. A representative of the facility that is the |
|---|
| 31 | 31 | | subject of the enforcement action must attend a meeting held under |
|---|
| 32 | 32 | | this subsection and must make a reasonable effort to respond to |
|---|
| 33 | 33 | | questions relevant to the enforcement action at the meeting. The |
|---|
| 34 | 34 | | commission shall publish notice of the meeting once a week for two |
|---|
| 35 | 35 | | consecutive weeks before the meeting in one or more newspapers |
|---|
| 36 | 36 | | having general circulation in the county in which the meeting will |
|---|
| 37 | 37 | | be held. The notice must state the time, location, and subject |
|---|
| 38 | 38 | | matter of the meeting. |

| 39 | 39 | | SECTION 3. This Act takes effect September 1, 2019. |
