55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a joint interim committee on high-speed
88 rail development.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITIONS. In this Act:
1111 (1) "Committee" means the joint interim committee on
1212 high-speed rail development.
1313 (2) "Department" means the Texas Department of
1414 Transportation.
1515 SECTION 2. CREATION OF JOINT INTERIM COMMITTEE. (a) The
1616 joint interim committee on high-speed rail development is composed
1717 of:
1818 (1) three members of the house of representatives
1919 appointed by the speaker of the house of representatives; and
2020 (2) three senators appointed by the lieutenant
2121 governor.
2222 (b) The speaker of the house of representatives and the
2323 lieutenant governor shall make the appointments under Subsection
2424 (a) of this section not later than the 60th day after the effective
2525 date of this Act.
2626 (c) The speaker of the house of representatives and the
2727 lieutenant governor shall each designate a co-chair from among the
2828 committee members.
2929 (d) The committee shall convene at the joint call of the
3030 co-chairs.
3131 (e) The committee has all other powers and duties provided
3232 to a special or select committee by the rules of the senate and
3333 house of representatives, by Subchapter B, Chapter 301, Government
3434 Code, and by policies of the senate and house committees on
3535 administration.
3636 SECTION 3. INTERIM STUDY REGARDING HIGH-SPEED RAIL. The
3737 committee shall:
3838 (1) evaluate the feasibility of creating a statewide
3939 high-speed rail initiative through a public-private partnership;
4040 and
4141 (2) work with the department to develop a
4242 comprehensive statewide strategy for the development of high-speed
4343 rail in this state.
4444 SECTION 4. REPORT. Not later than September 1, 2020, the
4545 committee shall provide to the legislature a written report:
4646 (1) addressing the feasibility of creating a statewide
4747 high-speed rail initiative through a public-private partnership;
4848 and
4949 (2) proposing a comprehensive statewide strategy for
5050 the high-speed rail development in this state.
5151 SECTION 5. ABOLITION OF COMMITTEE. The committee created
5252 by this Act is abolished and this Act expires January 1, 2021.
5353 SECTION 6. EFFECTIVE DATE. This Act takes effect
5454 immediately if it receives a vote of two-thirds of all the members
5555 elected to each house, as provided by Section 39, Article III, Texas
5656 Constitution. If this Act does not receive the vote necessary for
5757 immediate effect, this Act takes effect September 1, 2019.
