66 AN ACT
77 relating to additional funding to school districts for classroom
88 teacher salaries.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter I, Chapter 21, Education Code, is
1111 amended by adding Section 21.4023 to read as follows:
1212 Sec. 21.4023. CLASSROOM TEACHER SALARY ALLOTMENT. (a)
1313 Every full-time classroom teacher is entitled to an annual salary
1414 allotment in the amount of $5,000.
1515 (b) A salary allotment a teacher receives under this section
1616 is not considered in determining whether the district is paying the
1717 teacher the minimum monthly salary under Section 21.402.
1818 (b-1) Notwithstanding Section 21.402, for the 2019-2020
1919 school year, every full-time classroom teacher is entitled to a
2020 monthly salary that is at least equal to the sum of:
2121 (1) the monthly salary the teacher would have received
2222 for the 2019-2020 school year under the district's salary schedule
2323 for the 2018-2019 school year, if that schedule had been in effect
2424 for the 2019-2020 school year, including any local supplement and
2525 any money representing any other supplement the teacher would have
2626 received in the 2019-2020 school year; and
2727 (2) $500.
2828 (b-2) Subsection (b-1) and this subsection expire September
2929 1, 2020.
3030 (c) A school district may provide a merit salary increase to
3131 a full-time classroom teacher in addition to the salary allotment
3232 to which the teacher is entitled under this section.
3333 (d) A school district shall provide written notice to each
3434 full-time classroom teacher that the salary allotment to which the
3535 teacher is entitled under this section is provided by the state.
3636 (e) The commissioner may adopt rules as necessary to
3737 implement this section.
3838 SECTION 2. Subchapter E, Chapter 42, Education Code, is
3939 amended by adding Section 42.25131 to read as follows:
4040 Sec. 42.25131. ADDITIONAL STATE AID OR CREDIT AGAINST COST
4141 OF ATTENDANCE CREDITS FOR CLASSROOM TEACHER SALARY ALLOTMENT. (a)
4242 For each school year, a school district, including a school
4343 district that is otherwise ineligible for state aid under this
4444 chapter, is entitled to state aid in an amount equal to the product
4545 of $5,000 multiplied by the number of full-time classroom teachers
4646 employed by the district.
4747 (b) A school district shall use the amount received under
4848 this section to provide the salary allotments for full-time
4949 classroom teachers required under Section 21.4023.
5050 (c) A school district that is required to take action under
5151 Chapter 41 to reduce its wealth per student to the equalized wealth
5252 level is entitled to a credit, in the amount of state aid to which
5353 the district is entitled under this section, against the total
5454 amount required under Section 41.093 for the district to purchase
5555 attendance credits.
5656 (d) The commissioner may adopt rules to implement this
5757 section.
5858 SECTION 3. This Act applies beginning with the 2019-2020
5959 school year.
6060 SECTION 4. This Act takes effect September 1, 2019.
