9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter I, Chapter 21, Education Code, is |
---|
11 | 11 | | amended by adding Section 21.4023 to read as follows: |
---|
12 | 12 | | Sec. 21.4023. CLASSROOM TEACHER SALARY ALLOTMENT. (a) |
---|
13 | 13 | | Every full-time classroom teacher is entitled to an annual salary |
---|
14 | 14 | | allotment in the amount of $5,000. |
---|
15 | 15 | | (b) A salary allotment a teacher receives under this section |
---|
16 | 16 | | is not considered in determining whether the district is paying the |
---|
17 | 17 | | teacher the minimum monthly salary under Section 21.402. |
---|
18 | 18 | | (b-1) Notwithstanding Section 21.402, for the 2019-2020 |
---|
19 | 19 | | school year, every full-time classroom teacher is entitled to a |
---|
20 | 20 | | monthly salary that is at least equal to the sum of: |
---|
21 | 21 | | (1) the monthly salary the teacher would have received |
---|
22 | 22 | | for the 2019-2020 school year under the district's salary schedule |
---|
23 | 23 | | for the 2018-2019 school year, if that schedule had been in effect |
---|
24 | 24 | | for the 2019-2020 school year, including any local supplement and |
---|
25 | 25 | | any money representing any other supplement the teacher would have |
---|
26 | 26 | | received in the 2019-2020 school year; and |
---|
27 | 27 | | (2) $500. |
---|
28 | 28 | | (b-2) Subsection (b-1) and this subsection expire September |
---|
29 | 29 | | 1, 2020. |
---|
30 | 30 | | (c) A school district may provide a merit salary increase to |
---|
31 | 31 | | a full-time classroom teacher in addition to the salary allotment |
---|
32 | 32 | | to which the teacher is entitled under this section. |
---|
33 | 33 | | (d) A school district shall provide written notice to each |
---|
34 | 34 | | full-time classroom teacher that the salary allotment to which the |
---|
35 | 35 | | teacher is entitled under this section is provided by the state. |
---|
36 | 36 | | (e) The commissioner may adopt rules as necessary to |
---|
37 | 37 | | implement this section. |
---|
38 | 38 | | SECTION 2. Subchapter E, Chapter 42, Education Code, is |
---|
39 | 39 | | amended by adding Section 42.25131 to read as follows: |
---|
40 | 40 | | Sec. 42.25131. ADDITIONAL STATE AID OR CREDIT AGAINST COST |
---|
41 | 41 | | OF ATTENDANCE CREDITS FOR CLASSROOM TEACHER SALARY ALLOTMENT. (a) |
---|
42 | 42 | | For each school year, a school district, including a school |
---|
43 | 43 | | district that is otherwise ineligible for state aid under this |
---|
44 | 44 | | chapter, is entitled to state aid in an amount equal to the product |
---|
45 | 45 | | of $5,000 multiplied by the number of full-time classroom teachers |
---|
46 | 46 | | employed by the district. |
---|
47 | 47 | | (b) A school district shall use the amount received under |
---|
48 | 48 | | this section to provide the salary allotments for full-time |
---|
49 | 49 | | classroom teachers required under Section 21.4023. |
---|
50 | 50 | | (c) A school district that is required to take action under |
---|
51 | 51 | | Chapter 41 to reduce its wealth per student to the equalized wealth |
---|
52 | 52 | | level is entitled to a credit, in the amount of state aid to which |
---|
53 | 53 | | the district is entitled under this section, against the total |
---|
54 | 54 | | amount required under Section 41.093 for the district to purchase |
---|
55 | 55 | | attendance credits. |
---|
56 | 56 | | (d) The commissioner may adopt rules to implement this |
---|
57 | 57 | | section. |
---|
58 | 58 | | SECTION 3. This Act applies beginning with the 2019-2020 |
---|
59 | 59 | | school year. |
---|
60 | 60 | | SECTION 4. This Act takes effect September 1, 2019. |
