9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to training and development activities for persons who may
612 interact with an individual with autism or other pervasive
713 developmental disorder.
814 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
915 SECTION 1. Section 114.013, Human Resources Code, is
1016 amended by amending Subsection (b) and adding Subsections (c) and
1117 (d) to read as follows:
1218 (b) As part of coordinating resources under Subsection (a),
1319 the commission shall:
1420 (1) collect and distribute information and research
1521 regarding autism and other pervasive developmental disorders;
1622 (2) conduct training and development activities for
1723 persons who may interact with an individual with autism or another
1824 pervasive developmental disorder in the course of their employment,
1925 including school, medical, and [or] law enforcement personnel, and
2026 personnel of the Department of Family and Protective Services;
2127 (3) coordinate with local entities that provide
2228 services to an individual with autism or another pervasive
2329 developmental disorder; and
2430 (4) provide support for families affected by autism
2531 and other pervasive developmental disorders.
2632 (c) The commission shall ensure that training and
2733 development activities under this section are:
2834 (1) evidenced-based;
2935 (2) applicable to the professional role of each type
3036 of personnel to be trained under Subsection (b)(2); and
3137 (3) instructive regarding means of effectively
3238 communicating and engaging with individuals with limited social or
3339 verbal abilities.
3440 (d) At least once every five years, in consultation with an
3541 institution of higher education, the commission shall revise the
3642 materials and methods for the training and development activities
3743 to be provided under Subsection (b)(2).
3844 SECTION 2. Not later than September 1, 2024, the executive
3945 commissioner of the Health and Human Services Commission shall
4046 revise the materials and methods for the training and development
4147 activities to be provided under Section 114.013(b)(2), Human
4248 Resources Code, as amended by this Act.
4349 SECTION 3. This Act takes effect September 1, 2019.
