6 | 13 | | health-related programs to provide grants to nursing education |

8 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 16 | | SECTION 1. Sections 63.202(f) and (g), Education Code, are |
---|
10 | 17 | | amended to read as follows: |
---|
11 | 18 | | (f) Notwithstanding the limitation provided by Subsection |
---|
12 | 19 | | (b), grants awarded under Subsection (c) for the state fiscal |
---|
13 | 20 | | biennium ending on August 31, 2021 [2017], and the fiscal biennium |
---|
14 | 21 | | ending on August 31, 2023 [2019], by the Texas Higher Education |
---|
15 | 22 | | Coordinating Board shall be awarded to programs preparing students |
---|
16 | 23 | | for initial licensure as registered nurses or programs preparing |
---|
17 | 24 | | qualified faculty members with a master's or doctoral degree for |
---|
18 | 25 | | the program, including programs at two-year institutions of higher |
---|
19 | 26 | | education, four-year general academic teaching institutions, |
---|
20 | 27 | | health science centers, and independent or private institutions of |
---|
21 | 28 | | higher education, or to the nursing resource section established |
---|
22 | 29 | | under Section 105.002(b), Health and Safety Code. In awarding |
---|
23 | 30 | | grants under this subsection, the coordinating board may: |
---|
24 | 31 | | (1) give priority to institutions proposing to address |
---|
25 | 32 | | the shortage of registered nurses by promoting innovation in |
---|
26 | 33 | | education, recruitment, and retention of nursing students and |
---|
27 | 34 | | qualified faculty; |
---|
28 | 35 | | (2) award grants on a competitive basis; |
---|
29 | 36 | | (3) consider the availability of matching funds; and |
---|
30 | 37 | | (4) fund a study by the nursing resource section to |
---|
31 | 38 | | evaluate the competencies of clinical judgment and behaviors that |
---|
32 | 39 | | professional nursing students should possess at the time of |
---|
33 | 40 | | graduation. |
---|
34 | 41 | | (g) Subsection (f) and this subsection expire September 1, |
---|
35 | 42 | | 2023 [2019]. |
---|
36 | 43 | | SECTION 2. This Act takes effect immediately if it receives |
---|
37 | 44 | | a vote of two-thirds of all the members elected to each house, as |
---|
38 | 45 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
39 | 46 | | Act does not receive the vote necessary for immediate effect, this |
---|
40 | 47 | | Act takes effect September 1, 2019. |
