---|
7 | 7 | | relating to the eligibility requirements for receiving |
---|
8 | 8 | | distributions from the national research university fund. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. Section 62.145(a), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (a) A general academic teaching institution becomes |
---|
13 | 13 | | eligible to receive an initial distribution of money appropriated |
---|
14 | 14 | | under this subchapter for a state fiscal year if: |
---|
15 | 15 | | (1) the institution is designated as an emerging |
---|
16 | 16 | | research university under the coordinating board's accountability |
---|
17 | 17 | | system; |
---|
18 | 18 | | (2) in each of the two state fiscal years preceding the |
---|
19 | 19 | | state fiscal year for which the appropriation is made, the |
---|
20 | 20 | | institution expended at least $45 million in restricted research |
---|
21 | 21 | | funds; and |
---|
22 | 22 | | (3) the institution: |
---|
23 | 23 | | (A) satisfies at least four of the following |
---|
24 | 24 | | criteria: |
---|
25 | 25 | | (i) [(A)] the value of the institution's |
---|
26 | 26 | | endowment funds is at least $400 million in each of the two state |
---|
27 | 27 | | fiscal years preceding the state fiscal year for which the |
---|
28 | 28 | | appropriation is made; |
---|
29 | 29 | | (ii) [(B)] the institution awarded at least |
---|
30 | 30 | | 200 doctor of philosophy degrees during each of the two academic |
---|
31 | 31 | | years preceding the state fiscal year for which the appropriation |
---|
32 | 32 | | is made; |
---|
33 | 33 | | (iii) [(C)] the entering freshman class of |
---|
34 | 34 | | the institution for each of those two academic years demonstrated |
---|
35 | 35 | | high academic achievement, as determined according to standards |
---|
36 | 36 | | prescribed by the coordinating board by rule, giving consideration |
---|
37 | 37 | | to the future educational needs of the state as articulated in the |
---|
38 | 38 | | coordinating board's "Closing the Gaps" report; |
---|
39 | 39 | | (iv) [(D)] the institution is designated as |
---|
40 | 40 | | a member of the Association of Research Libraries or has a Phi Beta |
---|
41 | 41 | | Kappa chapter or has received an equivalent recognition of research |
---|
42 | 42 | | capabilities and scholarly attainment as determined according to |
---|
43 | 43 | | standards prescribed by the coordinating board by rule; |
---|
44 | 44 | | (v) [(E)] the faculty of the institution |
---|
45 | 45 | | for each of those two academic years was of high quality, as |
---|
46 | 46 | | determined according to coordinating board standards based on the |
---|
47 | 47 | | professional achievement and recognition of the institution's |
---|
48 | 48 | | faculty, including the election of faculty members to national |
---|
49 | 49 | | academies; and |
---|
50 | 50 | | (vi) [(F)] for each of those two academic |
---|
51 | 51 | | years, the institution has demonstrated a commitment to |
---|
52 | 52 | | high-quality graduate education, as determined according to |
---|
53 | 53 | | standards prescribed by the coordinating board by rule, including |
---|
54 | 54 | | standards relating to the number of graduate-level programs at the |
---|
55 | 55 | | institution, the institution's admission standards for graduate |
---|
56 | 56 | | programs, and the level of institutional support for graduate |
---|
57 | 57 | | students; or |
---|
58 | 58 | | (B) satisfies at least one of the criteria listed |
---|
59 | 59 | | in Paragraph (A) and is classified as an R1 doctorate-granting |
---|
60 | 60 | | university, or an equivalent designation if those classifications |
---|
61 | 61 | | are revised, under the Carnegie Classification of Institutions of |
---|
62 | 62 | | Higher Education. |
---|
63 | 63 | | SECTION 2. This Act takes effect immediately if it receives |
---|
64 | 64 | | a vote of two-thirds of all the members elected to each house, as |
---|
65 | 65 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
66 | 66 | | Act does not receive the vote necessary for immediate effect, this |
---|
67 | 67 | | Act takes effect September 1, 2019. |
