66 AN ACT
77 relating to a grant program to support the participation by certain
88 health care providers in TexasAIM.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 32, Health and Safety Code, is amended by
1111 adding Subchapter C to read as follows:
1212 SUBCHAPTER C. TEXASAIM GRANT PROGRAM
1313 Sec. 32.061. TEXASAIM GRANT PROGRAM. (a) In this section,
1414 "TexasAIM" means the program established by the department in
1515 collaboration with the Alliance for Innovation on Maternal Health
1616 and the Texas Hospital Association to assist health care providers
1717 in implementing maternal safety projects and decreasing incidents
1818 of preventable maternal death and severe maternal morbidity by
1919 applying best practices for maternal safety and improving maternal
2020 health care.
2121 (b) The department shall establish a grant program to
2222 provide funding to health care providers who are located in rural or
2323 medically underserved areas for travel and attendance costs
2424 associated with attending TexasAIM collaborative learning
2525 sessions. From available money and any additional money
2626 appropriated for this purpose, the department shall award grants as
2727 provided by this section.
2828 (c) The executive commissioner by rule shall establish
2929 eligibility criteria for awarding grants under this section. The
3030 rules must require the department to consider:
3131 (1) a geographical area's need for implementing
3232 TexasAIM and the extent to which the grant would assist health care
3333 providers in the area in meeting the identified need;
3434 (2) the availability of other funding sources to meet
3535 the identified need; and
3636 (3) the participation by health care providers in
3737 TexasAIM in the area.
3838 (d) The department may approve grants according to
3939 department rules. A grant awarded under this section is governed by
4040 Chapter 783, Government Code, and rules adopted under that chapter.
4141 SECTION 2. Not later than December 1, 2019, the executive
4242 commissioner of the Health and Human Services Commission shall
4343 adopt the rules necessary to implement Section 32.061, Health and
4444 Safety Code, as added by this Act.
4545 SECTION 3. This Act takes effect September 1, 2019.
