| 7 | 7 | | relating to a grant program to support the participation by certain |
|---|
| 8 | 8 | | health care providers in TexasAIM. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 32, Health and Safety Code, is amended by |
|---|
| 11 | 11 | | adding Subchapter C to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER C. TEXASAIM GRANT PROGRAM |
|---|
| 13 | 13 | | Sec. 32.061. TEXASAIM GRANT PROGRAM. (a) In this section, |
|---|
| 14 | 14 | | "TexasAIM" means the program established by the department in |
|---|
| 15 | 15 | | collaboration with the Alliance for Innovation on Maternal Health |
|---|
| 16 | 16 | | and the Texas Hospital Association to assist health care providers |
|---|
| 17 | 17 | | in implementing maternal safety projects and decreasing incidents |
|---|
| 18 | 18 | | of preventable maternal death and severe maternal morbidity by |
|---|
| 19 | 19 | | applying best practices for maternal safety and improving maternal |
|---|
| 20 | 20 | | health care. |
|---|
| 21 | 21 | | (b) The department shall establish a grant program to |
|---|
| 22 | 22 | | provide funding to health care providers who are located in rural or |
|---|
| 23 | 23 | | medically underserved areas for travel and attendance costs |
|---|
| 24 | 24 | | associated with attending TexasAIM collaborative learning |
|---|
| 25 | 25 | | sessions. From available money and any additional money |
|---|
| 26 | 26 | | appropriated for this purpose, the department shall award grants as |
|---|
| 27 | 27 | | provided by this section. |
|---|
| 28 | 28 | | (c) The executive commissioner by rule shall establish |
|---|
| 29 | 29 | | eligibility criteria for awarding grants under this section. The |
|---|
| 30 | 30 | | rules must require the department to consider: |
|---|
| 31 | 31 | | (1) a geographical area's need for implementing |
|---|
| 32 | 32 | | TexasAIM and the extent to which the grant would assist health care |
|---|
| 33 | 33 | | providers in the area in meeting the identified need; |
|---|
| 34 | 34 | | (2) the availability of other funding sources to meet |
|---|
| 35 | 35 | | the identified need; and |
|---|
| 36 | 36 | | (3) the participation by health care providers in |
|---|
| 37 | 37 | | TexasAIM in the area. |
|---|
| 38 | 38 | | (d) The department may approve grants according to |
|---|
| 39 | 39 | | department rules. A grant awarded under this section is governed by |
|---|
| 40 | 40 | | Chapter 783, Government Code, and rules adopted under that chapter. |
|---|
| 41 | 41 | | SECTION 2. Not later than December 1, 2019, the executive |
|---|
| 42 | 42 | | commissioner of the Health and Human Services Commission shall |
|---|
| 43 | 43 | | adopt the rules necessary to implement Section 32.061, Health and |
|---|
| 44 | 44 | | Safety Code, as added by this Act. |
|---|
| 45 | 45 | | SECTION 3. This Act takes effect September 1, 2019. |
