45 A BILL TO BE ENTITLED
56 AN ACT
67 relating to a study on expanding recovery housing in this state.
78 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
89 SECTION 1. (a) In this Act, "recovery housing" means a
910 shared living environment that promotes sustained recovery from
1011 substance use disorders by integrating residents into the
1112 surrounding community and providing a setting that connects
1213 residents to supports and services promoting sustained recovery
1314 from substance use disorders, is centered on peer support, and is
1415 free from alcohol and drug use.
1516 (b) The Health and Human Services Commission shall conduct a
1617 study to evaluate the current status of and opportunities,
1718 challenges, and needs to expand recovery housing in this state.
1819 (c) In conducting the study, the Health and Human Services
1920 Commission shall:
20- (1) identify and evaluate state and federal regulatory
21- deficiencies and potential impacts on recovery housing, including
22- the impacts on local government resources and the interests of the
23- surrounding community;
21+ (1) identify and evaluate state and federal
22+ regulations relevant to recovery housing;
2423 (2) create focus groups with community stakeholders
2524 interested in recovery housing;
2625 (3) interview stakeholders and experts in recovery
2726 housing that represent both rural and urban areas of this state;
2827 (4) conduct site visits to recovery houses, including
2928 site visits to recovery houses demonstrating different models of
3029 recovery housing in both rural and urban areas of this state; and
3130 (5) review scholarly research on recovery housing.
3231 (d) Not later than December 1, 2020, the Health and Human
3332 Services Commission shall prepare and submit to the legislature a
3433 written report containing the results of the study and any
3534 recommendations for legislative or other action, including policy
3635 changes and the adoption or implementation of best practices and
3736 training and technical assistance resources.
3837 (e) This Act expires September 1, 2021.
3938 SECTION 2. This Act takes effect September 1, 2019.
