79 relating to the composition of the Commission on Jail Standards.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 511.004(a), Government Code, is amended
1012 to read as follows:
1113 (a) The commission consists of nine members appointed by the
1214 governor with the advice and consent of the senate as follows:
1315 (1) one [. One] member who is [must be] a sheriff of a
1416 county with a population of more than 35,000;
1517 (2) [,] one member who is [must be] a sheriff of a
1618 county with a population of 35,000 or less;
1719 (3) [,] one member who is [must be] a county judge;
1820 (4) [,] one member who is [must be] a county
1921 commissioner;
2022 (5) two members who are practitioners [, one must be a
2123 practitioner] of medicine licensed by the Texas State Board of
2224 Medical Examiners, one of whom must be board certified in
2325 psychiatry by the American Board of Psychiatry and Neurology or the
2426 American Osteopathic Board of Neurology and Psychiatry;
2527 (6) one member who has expertise in providing veterans
2628 with information on the programs, services, and other resources
2729 that are available to veterans in this state; and
2830 (7) two members who are [the other four must be]
2931 representatives of the general public, at [. At] least one of whom
3032 must reside in [the four citizen members must be from] a county with
3133 a population of 35,000 or less.
3234 SECTION 2. The change in law made by this Act to Section
3335 511.004(a), Government Code, does not affect the entitlement of a
3436 member serving on the Commission on Jail Standards immediately
3537 before the effective date of this Act to continue to serve for the
3638 remainder of the member's term. As the terms of members expire, the
3739 governor shall appoint or reappoint members to the Commission on
3840 Jail Standards who have the qualifications required by Section
3941 511.004, Government Code, as amended by this Act.
4042 SECTION 3. This Act takes effect September 1, 2019.
