| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Section 511.004(a), Government Code, is amended |
|---|
| 10 | 12 | | to read as follows: |
|---|
| 11 | 13 | | (a) The commission consists of nine members appointed by the |
|---|
| 12 | 14 | | governor with the advice and consent of the senate as follows: |
|---|
| 13 | 15 | | (1) one [. One] member who is [must be] a sheriff of a |
|---|
| 14 | 16 | | county with a population of more than 35,000; |
|---|
| 15 | 17 | | (2) [,] one member who is [must be] a sheriff of a |
|---|
| 16 | 18 | | county with a population of 35,000 or less; |
|---|
| 17 | 19 | | (3) [,] one member who is [must be] a county judge; |
|---|
| 18 | 20 | | (4) [,] one member who is [must be] a county |
|---|
| 19 | 21 | | commissioner; |
|---|
| 20 | 22 | | (5) two members who are practitioners [, one must be a |
|---|
| 21 | 23 | | practitioner] of medicine licensed by the Texas State Board of |
|---|
| 22 | 24 | | Medical Examiners, one of whom must be board certified in |
|---|
| 23 | 25 | | psychiatry by the American Board of Psychiatry and Neurology or the |
|---|
| 24 | 26 | | American Osteopathic Board of Neurology and Psychiatry; |
|---|
| 25 | 27 | | (6) one member who has expertise in providing veterans |
|---|
| 26 | 28 | | with information on the programs, services, and other resources |
|---|
| 27 | 29 | | that are available to veterans in this state; and |
|---|
| 28 | 30 | | (7) two members who are [the other four must be] |
|---|
| 29 | 31 | | representatives of the general public, at [. At] least one of whom |
|---|
| 30 | 32 | | must reside in [the four citizen members must be from] a county with |
|---|
| 31 | 33 | | a population of 35,000 or less. |

| 32 | 34 | | SECTION 2. The change in law made by this Act to Section |
|---|
| 33 | 35 | | 511.004(a), Government Code, does not affect the entitlement of a |
|---|
| 34 | 36 | | member serving on the Commission on Jail Standards immediately |
|---|
| 35 | 37 | | before the effective date of this Act to continue to serve for the |
|---|
| 36 | 38 | | remainder of the member's term. As the terms of members expire, the |
|---|
| 37 | 39 | | governor shall appoint or reappoint members to the Commission on |
|---|
| 38 | 40 | | Jail Standards who have the qualifications required by Section |
|---|
| 39 | 41 | | 511.004, Government Code, as amended by this Act. |

| 40 | 42 | | SECTION 3. This Act takes effect September 1, 2019. |
