55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Water Development Board of
88 groundwater availability in certain counties.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. In order to engage in a scientific inquiry and
1111 analysis regarding current and projected groundwater production in
1212 Williamson and northern Travis Counties, and to fully assess the
1313 effects on groundwater resources associated with that production,
1414 the executive administrator of the Texas Water Development Board
1515 shall:
1616 (1) update the findings made in Texas Water
1717 Development Board Report 350, issued in 1999 - "Changes in
1818 Groundwater Conditions in the Edwards and Trinity Aquifers,
1919 1987-1997, for Portions of Bastrop, Bell, Burnet, Lee, Milam,
2020 Travis, and Williamson Counties, Texas"; and
2121 (2) update all portions of the Edwards Aquifer and
2222 Trinity Aquifer groundwater availability models in order to better
2323 address the interaction between the Edwards and Trinity Aquifers
2424 and to reflect current and projected groundwater production in
2525 light of the increased development and population growth in the
2626 areas overlying those aquifers.
2727 SECTION 2. Not later than September 1, 2020, the executive
2828 administrator of the Texas Water Development Board shall:
2929 (1) complete the updates to the report and models
3030 described by Section 1 of this Act; and
3131 (2) make copies of the updated report and models
3232 available to the public.
3333 SECTION 3. This Act expires September 1, 2021.
3434 SECTION 4. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2019.
