| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Article 19.42, Code of Criminal Procedure, is |

| 10 | 10 | | amended to read as follows: |

| 11 | 11 | | Art. 19.42. PERSONAL INFORMATION ABOUT GRAND JURORS. (a) |
|---|
| 12 | 12 | | Except as provided by Subsection (b), information collected by the |
|---|
| 13 | 13 | | court, court personnel, or prosecuting attorney during the grand |
|---|
| 14 | 14 | | jury selection process about a person who serves as a grand juror, |
|---|
| 15 | 15 | | including the person's name, home address, home telephone number, |
|---|
| 16 | 16 | | social security number, driver's license number, and other personal |
|---|
| 17 | 17 | | information, is confidential and may not be disclosed by the court, |
|---|
| 18 | 18 | | court personnel, or prosecuting attorney. |
|---|
| 19 | 19 | | (b) On application by a party to the proceeding, or on |
|---|
| 20 | 20 | | application by a member of the news media acting in that capacity, |
|---|
| 21 | 21 | | to the court for the disclosure of information described by |
|---|
| 22 | 22 | | Subsection (a), the court shall, on a showing of good cause, [the |
|---|
| 23 | 23 | | court shall] permit disclosure of the information to the applicant |
|---|
| 24 | 24 | | [sought to a party to the proceeding]. |

| 25 | 25 | | SECTION 2. Article 19.42, Code of Criminal Procedure, as |
|---|
| 26 | 26 | | amended by this Act, applies to an application for disclosure of |
|---|
| 27 | 27 | | grand juror information that is filed on or after the effective date |
|---|
| 28 | 28 | | of this Act, regardless of whether the applicable grand juror who is |
|---|
| 29 | 29 | | the subject of the information served on a grand jury impaneled |
|---|
| 30 | 30 | | before, on, or after that date. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2019. |
