87 relating to the provision of information to certain women enrolled
98 in the Healthy Texas Women program.
109 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1110 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1211 amended by adding Section 531.0995 to read as follows:
1312 Sec. 531.0995. INFORMATION FOR CERTAIN ENROLLEES IN THE
1413 HEALTHY TEXAS WOMEN PROGRAM. (a) In this section, "Healthy Texas
1514 Women program" means a program operated by the commission that is
1615 substantially similar to the demonstration project operated under
1716 former Section 32.0248, Human Resources Code, and that is intended
1817 to expand access to preventive health and family planning services
1918 for women in this state.
2019 (b) This section applies to a woman who is automatically
2120 enrolled in the Healthy Texas Women program following a pregnancy
2221 for which the woman received Medicaid, but who is no longer eligible
2322 to participate in Medicaid.
2423 (c) At the time a woman described by Subsection (b) is
2524 enrolled in the Healthy Texas Women program, the commission shall
2625 provide to the woman:
2726 (1) information about the Healthy Texas Women program,
2827 including the services provided under the program; and
2928 (2) a list of health care providers who participate in
3029 the Healthy Texas Women program and are located in the same
3130 geographical area in which the woman resides.
3231 SECTION 2. As soon as practicable after the effective date
3332 of this Act, the executive commissioner of the Health and Human
3433 Services Commission shall adopt any rules necessary to implement
3534 Section 531.0995, Government Code, as added by this Act.
3635 SECTION 3. Section 531.0995, Government Code, as added by
3736 this Act, applies only to a woman automatically enrolled in the
3837 Healthy Texas Women program on or after January 1, 2020.
3938 SECTION 4. This Act takes effect immediately if it receives
4039 a vote of two-thirds of all the members elected to each house, as
4140 provided by Section 39, Article III, Texas Constitution. If this
4241 Act does not receive the vote necessary for immediate effect, this
4342 Act takes effect September 1, 2019.
