---|
6 | 12 | | students enrolled in special education programs. |

7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 14 | | SECTION 1. Section 28.025, Education Code, is amended by |
---|
9 | 15 | | adding Subsections (c-7) and (c-8) to read as follows: |
---|
10 | 16 | | (c-7) Subject to Subsection (c-8), a student who is enrolled |
---|
11 | 17 | | in a special education program under Subchapter A, Chapter 29, may |
---|
12 | 18 | | earn an endorsement on the student's transcript by: |
---|
13 | 19 | | (1) successfully completing, with or without |
---|
14 | 20 | | modification of the curriculum: |
---|
15 | 21 | | (A) the curriculum requirements identified by |
---|
16 | 22 | | the State Board of Education under Subsection (a); and |
---|
17 | 23 | | (B) the additional endorsement curriculum |
---|
18 | 24 | | requirements prescribed by the State Board of Education under |
---|
19 | 25 | | Subsection (c-2); and |
---|
20 | 26 | | (2) successfully completing all curriculum |
---|
21 | 27 | | requirements for that endorsement adopted by the State Board of |
---|
22 | 28 | | Education: |
---|
23 | 29 | | (A) without modification of the curriculum; or |
---|
24 | 30 | | (B) with modification of the curriculum, |
---|
25 | 31 | | provided that the curriculum, as modified, is sufficiently rigorous |
---|
26 | 32 | | as determined by the student's admission, review, and dismissal |
---|
27 | 33 | | committee. |
---|
28 | 34 | | (c-8) For purposes of Subsection (c-7), the admission, |
---|
29 | 35 | | review, and dismissal committee of a student in a special education |
---|
30 | 36 | | program under Subchapter A, Chapter 29, shall determine whether the |
---|
31 | 37 | | student is required to achieve satisfactory performance on an |
---|
32 | 38 | | end-of-course assessment instrument to earn an endorsement on the |
---|
33 | 39 | | student's transcript. |
---|
34 | 40 | | SECTION 2. This Act applies beginning with the 2019-2020 |
---|
35 | 41 | | school year. |
---|
36 | 42 | | SECTION 3. This Act takes effect immediately if it receives |
---|
37 | 43 | | a vote of two-thirds of all the members elected to each house, as |
---|
38 | 44 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
39 | 45 | | Act does not receive the vote necessary for immediate effect, this |
---|
40 | 46 | | Act takes effect September 1, 2019. |
