| 8 | 8 | | circumstances that indicate strangulation in certain cases. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1701.253(d), Occupations Code, is |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (d) Training in documentation of cases required by |
|---|
| 13 | 13 | | Subsection (b) shall include instruction in: |
|---|
| 14 | 14 | | (1) making a written account of the extent of injuries |
|---|
| 15 | 15 | | sustained by the victim of an alleged offense; |
|---|
| 16 | 16 | | (2) recording by photograph or videotape the area in |
|---|
| 17 | 17 | | which an alleged offense occurred and the victim's injuries; [and] |
|---|
| 18 | 18 | | (3) recognizing and recording a victim's statement |
|---|
| 19 | 19 | | that may be admissible as evidence in a proceeding concerning the |
|---|
| 20 | 20 | | matter about which the statement was made; and |
|---|
| 21 | 21 | | (4) recognizing and recording circumstances |
|---|
| 22 | 22 | | indicating that a victim may have been assaulted in the manner |
|---|
| 23 | 23 | | described by Section 22.01(b)(2)(B), Penal Code. |

| 24 | 24 | | SECTION 2. Section 1701.352(f), Occupations Code, is |
|---|
| 25 | 25 | | amended to read as follows: |
|---|
| 26 | 26 | | (f) Training in documentation of cases required by |
|---|
| 27 | 27 | | Subsection (b) shall include instruction in: |
|---|
| 28 | 28 | | (1) making a written account of the extent of injuries |
|---|

|---|

| 38 | 38 | | SECTION 3. (a) Not later than January 1, 2020, the Texas |
|---|
| 39 | 39 | | Commission on Law Enforcement shall establish or modify training |
|---|
| 40 | 40 | | programs as necessary to comply with Section 1701.253, Occupations |
|---|
| 41 | 41 | | Code, as amended by this Act. |
|---|
| 42 | 42 | | (b) The minimum curriculum requirements under Section |
|---|
| 43 | 43 | | 1701.253(d), Occupations Code, as amended by this Act, apply only |
|---|
| 44 | 44 | | to a peace officer who first begins to satisfy those requirements on |
|---|
| 45 | 45 | | or after January 1, 2020. |
|---|
| 46 | 46 | | SECTION 4. This Act takes effect September 1, 2019. |
