55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to an exemption for teachers from the payment of a fee for
88 the issuance of a driver's license or personal identification
99 certificate.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter R, Chapter 521, Transportation Code,
1212 is amended by adding Section 521.4265 to read as follows:
1313 Sec. 521.4265. TEACHER EXEMPTION. (a) In this section,
1414 "teacher" means a principal, supervisor, classroom teacher, school
1515 counselor, or other full-time professional employee who is required
1616 to hold a certificate issued under Subchapter B, Chapter 21,
1717 Education Code.
1818 (b) An applicant who is, at the time of application, a
1919 teacher or a retired teacher is exempt from the payment of fees
2020 under this chapter for the issuance of a driver's license or
2121 personal identification certificate.
2222 (c) The department shall require an applicant requesting an
2323 exemption under this section to provide proof of the applicant's
2424 entitlement to the exemption. The department shall adopt rules
2525 relating to the proof of entitlement to the exemption, which may
2626 include, for retired teachers, statements or other communications
2727 issued by the Teacher Retirement System of Texas that evidence
2828 payment of an annuity from the system.
2929 SECTION 2. Section 521.4265, Transportation Code, as added
3030 by this Act, applies only to a driver's license or personal
3131 identification certificate for which an application is submitted on
3232 or after the effective date of this Act. A driver's license or
3333 personal identification certificate for which an application was
3434 submitted before the effective date of this Act is governed by the
3535 law in effect immediately before the effective date of this Act, and
3636 the former law is continued in effect for that purpose.
3737 SECTION 3. This Act takes effect September 1, 2019.
