66 AN ACT
77 relating to a waiver of fees for foster care and homeless youth for
88 driver's licenses and personal identification certificates.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter E, Chapter 521, Transportation Code,
1111 is amended by adding Section 521.1015 to read as follows:
1212 Sec. 521.1015. WAIVER OF FEES FOR FOSTER CARE AND HOMELESS
1313 YOUTH. A person is exempt from the payment of any fee for the
1414 issuance of a personal identification certificate, as provided
1515 under this chapter, if that person is:
1616 (1) younger than 18 years of age and in the managing
1717 conservatorship of the Department of Family and Protective
1818 Services;
1919 (2) at least 18 years of age, but younger than 21 years
2020 of age, and resides in a foster care placement, the cost of which is
2121 paid by the Department of Family and Protective Services; or
2222 (3) a homeless child or youth, as defined by 42 U.S.C.
2323 Section 11434a.
2424 SECTION 2. Section 521.1811, Transportation Code, is
2525 amended to read as follows:
2626 Sec. 521.1811. WAIVER OF FEES FOR FOSTER CARE AND HOMELESS
2727 YOUTH. A person is exempt from the payment of any fee for the
2828 issuance of a driver's license, as provided under this chapter, if
2929 that person is:
3030 (1) younger than 18 years of age and in the managing
3131 conservatorship of the Department of Family and Protective
3232 Services; [or]
3333 (2) at least 18 years of age, but younger than 21 years
3434 of age, and resides in a foster care placement, the cost of which is
3535 paid by the Department of Family and Protective Services; or
3636 (3) a homeless child or youth, as defined by 42 U.S.C.
3737 Section 11434a.
3838 SECTION 3. This Act takes effect September 1, 2019.
