| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 15.051(a), Election Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | (a) If the registrar receives notice under Section 13.146, |
|---|
| 13 | 13 | | 14.023, 16.0921, or 18.0681(d) or otherwise has reason to believe |
|---|
| 14 | 14 | | that a voter's current residence is different from that indicated |
|---|
| 15 | 15 | | on the registration records, the registrar shall deliver to the |
|---|
| 16 | 16 | | voter a written confirmation notice requesting confirmation of the |
|---|
| 17 | 17 | | voter's current residence. |
|---|
| 18 | 18 | | SECTION 2. Section 18.0681(d), Election Code, is amended to |
|---|
| 19 | 19 | | read as follows: |
|---|
| 20 | 20 | | (d) If the secretary of state determines that a voter on the |
|---|
| 21 | 21 | | registration list has more than one registration record on file |
|---|
| 22 | 22 | | based on a strong match, the secretary shall send notice of the |
|---|
| 23 | 23 | | determination to the voter registrar of each county in which the |
|---|
| 24 | 24 | | voter is registered to vote. If the voter records identified are: |
|---|
| 25 | 25 | | (1) located in the same county, the voter registrar |
|---|
| 26 | 26 | | may merge the records following a determination that each record |
|---|
| 27 | 27 | | belongs to the same voter using the procedure for the correction of |
|---|
| 28 | 28 | | registration records under Section 15.022; or |
|---|
| 29 | 29 | | (2) located in more than one county, the registrar of |
|---|
| 30 | 30 | | the county with the oldest record shall [may] deliver a written |
|---|
| 31 | 31 | | confirmation notice in accordance with Section 15.051. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2019. |
