| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 92.156(a), Property Code, is amended to | |
| 11 | 11 | read as follows: | |
| 12 | 12 | (a) Except as otherwise provided by Subsection (e), a | |
| 13 | 13 | security device operated by a key, card, or combination shall be | |
| 14 | 14 | rekeyed by the landlord at the landlord's expense before [not later | |
| 15 | 15 | than the seventh day after] each tenant turnover date. | |
| 16 | 16 | SECTION 2. The changes in law made by this Act apply only to | |
| 17 | 17 | a lease entered into or renewed on or after the effective date of | |
| 18 | 18 | this Act. A lease entered into or renewed before the effective date | |
| 19 | 19 | of this Act is governed by the law as it existed immediately before | |
| 20 | 20 | the effective date of this Act, and that law is continued in effect | |
| 21 | 21 | for that purpose. | |
| 22 | 22 | SECTION 3. This Act takes effect September 1, 2019. |
