66 AN ACT
77 relating to the creation of a low-interest loan program for
88 entrepreneurs with physical or mental disabilities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Title 4, Labor Code, is amended by adding
1111 Subtitle D to read as follows:
1212 SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
1313 CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
1414 Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH
1515 DISABILITIES. (a) The Texas Workforce Commission shall establish
1616 and administer a low-interest loan program to support
1717 entrepreneurship among persons with physical and mental
1818 disabilities. The commission shall adopt rules as necessary to
1919 establish and administer the loan program.
2020 (b) The commission may solicit and accept gifts, grants, and
2121 donations from public and private entities to use for the purposes
2222 of this section.
2323 (c) For purposes of this section, "disability" means, with
2424 respect to an individual, a mental or physical impairment that
2525 substantially limits at least one major life activity of that
2626 individual.
2727 SECTION 2. Not later than January 1, 2020, the Texas
2828 Workforce Commission shall adopt rules necessary to implement
2929 Chapter 375, Labor Code, as added by this Act.
3030 SECTION 3. This Act takes effect September 1, 2019.
