| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Title 4, Labor Code, is amended by adding |

| 11 | 11 | | Subtitle D to read as follows: |

| 12 | 12 | | SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |

| 13 | 13 | | CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |

| 14 | 14 | | Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH |

| 15 | 15 | | DISABILITIES. (a) The Texas Workforce Commission shall establish |
|---|
| 16 | 16 | | and administer a low-interest loan program to support |
|---|
| 17 | 17 | | entrepreneurship among persons with physical and mental |
|---|
| 18 | 18 | | disabilities. The commission shall adopt rules as necessary to |
|---|
| 19 | 19 | | establish and administer the loan program. |
|---|
| 20 | 20 | | (b) The commission may solicit and accept gifts, grants, and |
|---|
| 21 | 21 | | donations from public and private entities to use for the purposes |
|---|
| 22 | 22 | | of this section. |
|---|
| 23 | 23 | | (c) For purposes of this section, "disability" means, with |
|---|
| 24 | 24 | | respect to an individual, a mental or physical impairment that |
|---|
| 25 | 25 | | substantially limits at least one major life activity of that |
|---|
| 26 | 26 | | individual. |
|---|
| 27 | 27 | | SECTION 2. Not later than January 1, 2020, the Texas |
|---|
| 28 | 28 | | Workforce Commission shall adopt rules necessary to implement |
|---|
| 29 | 29 | | Chapter 375, Labor Code, as added by this Act. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2019. |
