55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of transfer pathways in the guidelines
88 addressing transfer practices published by general academic
99 teaching institutions.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 61.830, Education Code, is amended to
1212 read as follows:
1313 Sec. 61.830. PUBLICATION OF GUIDELINES ADDRESSING TRANSFER
1414 PRACTICES. (a) In the institution's [its] course catalogs and on
1515 the institution's Internet [its] website, each institution of
1616 higher education shall publish guidelines addressing the practices
1717 of the institution regarding the transfer of course credit. In the
1818 guidelines, the institution must identify a course by using the
1919 common course numbering system approved by the board.
2020 (b) Each general academic teaching institution shall
2121 include in the guidelines published on the institution's Internet
2222 website under Subsection (a) a transfer pathway for each major in
2323 the top 25 majors at the institution for which students most
2424 frequently transfer to the institution. A transfer pathway must
2525 identify:
2626 (1) the lower division course requirements for the
2727 major, including the core curriculum requirements; and
2828 (2) each course that may be transferred to the
2929 institution from a public junior college for course credit applied
3030 toward the major or the core curriculum.
3131 (c) A general academic teaching institution shall annually
3232 review and, if necessary, update each transfer pathway required
3333 under Subsection (b).
3434 SECTION 2. Not later than January 1, 2020, each general
3535 academic teaching institution shall develop and publish the
3636 transfer pathways required under Section 61.830, Education Code, as
3737 amended by this Act.
3838 SECTION 3. This Act takes effect immediately if it receives
3939 a vote of two-thirds of all the members elected to each house, as
4040 provided by Section 39, Article III, Texas Constitution. If this
4141 Act does not receive the vote necessary for immediate effect, this
4242 Act takes effect September 1, 2019.
