55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the duties of the Texas Water Development Board.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 2306.590(d), Government Code, is amended
1010 to read as follows:
1111 (d) The committee shall:
1212 (1) review the progress of colonia water and
1313 wastewater infrastructure projects managed by the Texas Water
1414 Development Board and the state agency responsible for
1515 administering the portion of the federal community development
1616 block grant nonentitlement program that addresses the
1717 infrastructure needs of colonias;
1818 (2) present an update and make recommendations to the
1919 board and the Texas Water Development Board annually at a [the]
2020 joint meeting [required by Section 6.060(d), Water Code,]
2121 regarding:
2222 (A) efforts to ensure that colonia residents are
2323 connected to the infrastructure funded by state agencies;
2424 (B) the financial, managerial, and technical
2525 capabilities of project owners and operators;
2626 (C) the agencies' management of their colonia
2727 programs and the effectiveness of their policies regarding
2828 underperforming projects; and
2929 (D) any other issues related to the effect of
3030 state-managed infrastructure programs on colonia residents;
3131 (3) review public comments regarding the colonia needs
3232 assessment incorporated into the state low income housing plan
3333 under Section 2306.0721; and
3434 (4) based on the public comments reviewed under
3535 Subdivision (3), recommend to the board new colonia programs or
3636 improvements to existing colonia programs.
3737 SECTION 2. Sections 6.060(d), 16.022, and 17.1245(b), Water
3838 Code, are repealed.
3939 SECTION 3. This Act takes effect September 1, 2019.
