| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter J, Chapter 502, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 502.458 to read as follows: |

| 12 | 12 | | Sec. 502.458. TEACHER AND RETIRED TEACHER EXEMPTION. (a) |
|---|
| 13 | 13 | | In this section, "teacher" means a principal, supervisor, classroom |
|---|
| 14 | 14 | | teacher, school counselor, or other full-time professional |
|---|
| 15 | 15 | | employee who is required to hold a certificate issued under |
|---|
| 16 | 16 | | Subchapter B, Chapter 21, Education Code. |
|---|
| 17 | 17 | | (b) A vehicle may be registered without payment if the |
|---|
| 18 | 18 | | vehicle is owned or leased by a person who is a teacher or a retired |
|---|
| 19 | 19 | | teacher. |
|---|
| 20 | 20 | | (c) An application for registration under Subsection (b) |
|---|
| 21 | 21 | | must be accompanied by proof of the applicant's entitlement to the |
|---|
| 22 | 22 | | exemption. The department shall adopt rules relating to the proof |
|---|
| 23 | 23 | | of entitlement to the exemption, which may include, for retired |
|---|
| 24 | 24 | | teachers, statements or other communications issued by the Teacher |
|---|
| 25 | 25 | | Retirement System of Texas that evidence payment of an annuity from |
|---|
| 26 | 26 | | the system. |
|---|
| 27 | 27 | | SECTION 2. Section 502.458, Transportation Code, as added |
|---|
| 28 | 28 | | by this Act, applies only to an application submitted on or after |
|---|
| 29 | 29 | | the effective date of this Act. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2019. |
