55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of instruction about mental health in the
88 required curriculum for public school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.002(a), Education Code, is amended to
1111 read as follows:
1212 (a) Each school district that offers kindergarten through
1313 grade 12 shall offer, as a required curriculum:
1414 (1) a foundation curriculum that includes:
1515 (A) English language arts;
1616 (B) mathematics;
1717 (C) science; and
1818 (D) social studies, consisting of Texas, United
1919 States, and world history, government, economics, with emphasis on
2020 the free enterprise system and its benefits, and geography; and
2121 (2) an enrichment curriculum that includes:
2222 (A) to the extent possible, languages other than
2323 English;
2424 (B) health, including mental health, with
2525 emphasis on the importance of:
2626 (i) proper nutrition and exercise; and
2727 (ii) the relationship between physical and
2828 mental health;
2929 (C) physical education;
3030 (D) fine arts;
3131 (E) career and technology education;
3232 (F) technology applications;
3333 (G) religious literature, including the Hebrew
3434 Scriptures (Old Testament) and New Testament, and its impact on
3535 history and literature; and
3636 (H) personal financial literacy.
3737 SECTION 2. This Act applies beginning with the 2019-2020
3838 school year.
3939 SECTION 3. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2019.
