66 AN ACT
77 relating to a pilot program for the provision of health coverage for
88 school district employees in certain school districts.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter D, Chapter 1579, Insurance Code, is
1111 amended by adding Section 1579.155 to read as follows:
1212 Sec. 1579.155. PILOT PROGRAM. (a) A school district with
1313 the second largest student enrollment in a county that has a
1414 population of 1.8 million or more and that is adjacent to a county
1515 with a population of 2.2 million, including a school district
1616 required to participate under Section 1579.151, may elect to
1717 withdraw from the program and establish a pilot program to provide
1818 health coverage to the district's employees.
1919 (b) A school district that elects to withdraw from the
2020 program and establish a pilot program shall:
2121 (1) notify the trustee not later than September 30,
2222 2019; and
2323 (2) withdraw from the program effective not later than
2424 August 31, 2020.
2525 (c) Not later than December 31 of each of the first three
2626 years after a school district has established a pilot program under
2727 this section, the district shall report baseline and longitudinal
2828 data relating to the health coverage obtained for district
2929 employees to the trustee and the legislature.
3030 (d) To minimize the impact of adverse selection, a school
3131 district that withdraws from the program under this section may
3232 resume participation in the program effective not earlier than the
3333 10th anniversary of the effective date of withdrawal.
3434 SECTION 2. This Act takes effect September 1, 2019.
