9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 84.007(b), Election Code, is amended to | |
11 | 11 | read as follows: | |
12 | 12 | (b) An application must be submitted to the early voting | |
13 | 13 | clerk by: | |
14 | 14 | (1) mail; | |
15 | 15 | (2) common or contract carrier; | |
16 | 16 | (3) [subject to Subsection (b-1),] telephonic | |
17 | 17 | facsimile machine, if a machine is available in the clerk's office; | |
18 | 18 | or | |
19 | 19 | (4) [subject to Subsection (b-1),] electronic | |
20 | 20 | transmission of a scanned application containing an original | |
21 | 21 | signature. | |
22 | 22 | SECTION 2. Section 84.007(b-1), Election Code, is repealed. | |
23 | 23 | SECTION 3. The change in law made by this Act applies only | |
24 | 24 | to an application for a ballot to be voted by mail submitted on or | |
25 | 25 | after the effective date of this Act. An application for a ballot | |
26 | 26 | to be voted by mail submitted before the effective date of this Act | |
27 | 27 | is governed by the law in effect when the application was submitted, | |
28 | 28 | and the former law is continued in effect for that purpose. | |
29 | 29 | SECTION 4. This Act takes effect September 1, 2019. |
