| 5 | 12 | | relating to the licensure and registration of persons engaged in |
|---|
| 6 | 13 | | certain activities pertaining to compressed natural gas or |
|---|
| 7 | 14 | | liquefied natural gas containers and systems. |
|---|
| 8 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 16 | | SECTION 1. Section 116.031, Natural Resources Code, is |
|---|
| 10 | 17 | | amended by amending Subsection (a) and adding Subsection (e) to |
|---|
| 11 | 18 | | read as follows: |
|---|
| 12 | 19 | | (a) Unless otherwise provided in this chapter or by |
|---|
| 13 | 20 | | commission rule, a person shall be required to obtain a license from |
|---|
| 14 | 21 | | the commission to engage in any of the following activities: |
|---|
| 15 | 22 | | (1) work that includes the [manufacture,] assembly, |
|---|
| 16 | 23 | | repair, testing, sale, installation, or subframing of CNG cylinders |
|---|
| 17 | 24 | | or LNG containers for use in this state; |
|---|
| 18 | 25 | | (2) systems work that includes the [sale,] |
|---|
| 19 | 26 | | installation, modification, or servicing of CNG or LNG systems for |
|---|
| 20 | 27 | | use in this state, including the installation, modification, or |
|---|
| 21 | 28 | | servicing by any person, except a political subdivision, of a CNG or |
|---|
| 22 | 29 | | LNG motor fuel system or mobile fuel system on a vehicle used in the |
|---|
| 23 | 30 | | transportation of the general public; or |
|---|
| 24 | 31 | | (3) product work that includes the sale, storage, |
|---|
| 25 | 32 | | transportation for delivery, or dispensing of CNG or LNG in this |
|---|
| 26 | 33 | | state. |
|---|
| 27 | 34 | | (e) The commission shall adopt rules providing for the |
|---|
| 28 | 35 | | registration of persons engaged in the manufacture of CNG cylinders |
|---|
| 29 | 36 | | or LNG containers for use in this state. |

| 30 | 37 | | SECTION 2. This Act takes effect September 1, 2019. |
