55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to continuing education requirements for public educators
88 regarding suicide prevention training.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 21.451(d), Education Code, is amended to
1111 read as follows:
1212 (d) The staff development:
1313 (1) may include training in:
1414 (A) technology;
1515 (B) conflict resolution;
1616 (C) discipline strategies, including classroom
1717 management, district discipline policies, and the student code of
1818 conduct adopted under Section 37.001 and Chapter 37;
1919 (D) preventing, identifying, responding to, and
2020 reporting incidents of bullying; and
2121 (E) digital learning;
2222 (2) subject to Subsection (e) and to Section 21.3541
2323 and rules adopted under that section, must include training that is
2424 evidence-based, as defined by Section 8101, Every Student Succeeds
2525 Act (20 U.S.C. Section 7801), that:
2626 (A) relates to instruction of students with
2727 disabilities; and
2828 (B) is designed for educators who work primarily
2929 outside the area of special education; and
3030 (3) must include suicide prevention training that must
3131 be provided:
3232 (A) on an annual basis, as part of a new employee
3333 orientation, to all new school district and open-enrollment charter
3434 school educators; and
3535 (B) to existing school district and
3636 open-enrollment charter school educators on a schedule adopted by
3737 the agency by rule that requires an educator to be trained at least
3838 once every five years.
3939 SECTION 2. An educator subject to continuing education
4040 requirements immediately before the effective date of this Act is
4141 not required to comply with the continuing education requirements
4242 described by Section 21.451(d)(3)(B), Education Code, as amended by
4343 this Act, for any continuing education requirement period that ends
4444 before June 1, 2020.
4545 SECTION 3. This Act takes effect September 1, 2019.
