410 AN ACT
511 relating to an active shooter emergency policy for school districts
612 and required active shooter training for school district peace
713 officers and school resource officers.
814 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
915 SECTION 1. Section 37.108, Education Code, is amended by
10- adding Subsection (g) to read as follows:

12- ) A school district shall include in its multihazard

17+ (f) A school district shall include in its multihazard
1318 emergency operations plan a policy for responding to an active
1419 shooter emergency. The school district may use any available
1520 community resources in developing the policy described by this
1621 subsection.
1722 SECTION 2. Section 37.0812, Education Code, is amended to
1823 read as follows:
1924 Sec. 37.0812. TRAINING POLICY: SCHOOL DISTRICT PEACE
2025 OFFICERS AND SCHOOL RESOURCE OFFICERS. (a) A school district peace
2126 officer or school resource officer shall complete an active shooter
2227 response training program approved by the Texas Commission on Law
2328 Enforcement.
2429 (b) A school district with an enrollment of 30,000 or more
2530 students that commissions a school district peace officer or at
2631 which a school resource officer provides law enforcement shall
2732 adopt a policy requiring the officer to complete the education and
2833 training program required by Section 1701.263, Occupations Code.
2934 SECTION 3. As soon as practicable after the effective date
3035 of this Act, the Texas Commission on Law Enforcement shall approve
3136 an active shooter response training program required under Section
3237 37.0812, Education Code, as amended by this Act.
3338 SECTION 4. A school district peace officer or school
3439 resource officer who begins employment with or begins providing law
3540 enforcement at a school district on a date occurring before the
3641 effective date of this Act shall complete the training required by
3742 Section 37.0812, Education Code, as amended by this Act, as soon as
3843 practicable after the effective date of this Act but not later than
3944 August 31, 2020.
4045 SECTION 5. This Act takes effect immediately if it receives
4146 a vote of two-thirds of all the members elected to each house, as
4247 provided by Section 39, Article III, Texas Constitution. If this
4348 Act does not receive the vote necessary for immediate effect, this
4449 Act takes effect September 1, 2019.
