A BILL TO BE ENTITLED
AN ACT
relating to the operations of certain housing authorities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter B, Chapter 392, Local Government
Code, is amended by adding Section 392.020 to read as follows:
Sec. 392.020. Operation of Certain Municipal Housing
Authorities in a County Area. (a) This section applies only to the
operation of a housing authority operating in:
(1) a county that has a population of 800,000 or more
and is located on the international border; and
(2) a municipality that has a population of more than
600,000 and is located in a county described by Subsection (a)(1).
(b) A municipal housing authority under this chapter may
conduct its operation in the municipality described in Subsection
(a)(2) as well as the county described in Subsection (a)(1),
excluding any parts of the county that are:
(1) within the territorial boundaries of another
municipality not described in Subsection (a)(2); and
(2) in which a public housing authority under this
chapter operates.
(c) Section 392.014 of this Chapter shall not apply to a
municipal housing authority operating pursuant to this Section.
SECTION 2. This Act takes effect September 1, 2019.
