7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 14 | | SECTION 1. DEFINITIONS. In this Act: |
---|
9 | 15 | | (1) "Disaster" has the meaning assigned by Section |
---|
10 | 16 | | 418.004, Government Code. |
---|
11 | 17 | | (2) "Emergency management director" and "emergency |
---|
12 | 18 | | management coordinator" mean the director and coordinator, |
---|
13 | 19 | | respectively, designated under Section 418.1015, Government Code. |
---|
14 | 20 | | (3) "Work group" means the work group established |
---|
15 | 21 | | under Section 2 of this Act. |
---|
16 | 22 | | SECTION 2. WORK GROUP. The Texas Division of Emergency |
---|
17 | 23 | | Management shall establish a work group of persons knowledgeable on |
---|
18 | 24 | | emergency management to study and develop a proposal for enhancing |
---|
19 | 25 | | the training and credentialing of emergency management directors, |
---|
20 | 26 | | emergency management coordinators, and other emergency management |
---|
21 | 27 | | personnel on the state or local level. |
---|
22 | 28 | | SECTION 3. STUDY AND PROPOSAL. (a) As part of the study and |
---|
23 | 29 | | proposal under Section 2 of this Act, the work group shall: |
---|
24 | 30 | | (1) assess the training and credentials necessary for |
---|
25 | 31 | | emergency management directors, emergency management coordinators, |
---|
26 | 32 | | and other emergency management personnel on the state or local |
---|
27 | 33 | | level to effectively oversee the response to and recovery from a |
---|
28 | 34 | | disaster, including reviewing current required training courses; |
---|
29 | 35 | | and |
---|
30 | 36 | | (2) consult with institutions of higher education, as |
---|
31 | 37 | | defined by Section 61.003, Education Code, on the development of |
---|
32 | 38 | | degree programs in emergency management in addition to the programs |
---|
33 | 39 | | that exist in this state on the effective date of this Act. |
---|
34 | 40 | | (b) In conducting the assessment required by Subsection |
---|
35 | 41 | | (a)(1) of this section, the work group shall consider: |
---|
36 | 42 | | (1) whether the differences in geography, population, |
---|
37 | 43 | | and critical infrastructure between emergency management |
---|
38 | 44 | | directors' or emergency management coordinators' jurisdictions |
---|
39 | 45 | | warrant different levels of training and credentialing; |
---|
40 | 46 | | (2) whether the legislature should enact laws |
---|
41 | 47 | | requiring an emergency management director or emergency management |
---|
42 | 48 | | coordinator to participate in emergency management training and |
---|
43 | 49 | | credentialing before overseeing the response to and recovery from a |
---|
44 | 50 | | disaster; |
---|
45 | 51 | | (3) whether to include in any training required under |
---|
46 | 52 | | Subdivision (2) of this subsection information on disaster finance, |
---|
47 | 53 | | damage assessment, disaster contracting, debris management, and |
---|
48 | 54 | | skills needed to participate in federal emergency management |
---|
49 | 55 | | programs; |
---|
50 | 56 | | (4) whether to implement incentives for emergency |
---|
51 | 57 | | management directors, emergency management coordinators, and any |
---|
52 | 58 | | other emergency management personnel to complete additional |
---|
53 | 59 | | training and continuing education; and |
---|
54 | 60 | | (5) proposals for paying the cost for training for |
---|
55 | 61 | | emergency management directors and emergency management |
---|
56 | 62 | | coordinators that is more rigorous than the training required by |
---|
57 | 63 | | law for the directors and coordinators on the effective date of this |
---|
58 | 64 | | Act. |
---|
59 | 65 | | (c) Not later than November 1, 2020, the work group shall |
---|
60 | 66 | | submit the proposal required under this section to: |
---|
61 | 67 | | (1) members of the legislature; and |
---|
62 | 68 | | (2) the governor. |
---|
63 | 69 | | SECTION 4. EXPIRATION. The work group is abolished and this |
---|
64 | 70 | | Act expires January 1, 2021. |
---|
65 | 71 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
---|
66 | 72 | | 1, 2019. |
