| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 434.352, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (e) to read as follows: |
|---|
| 13 | 13 | | (e) A state agency may not award a grant to an entity for the |
|---|
| 14 | 14 | | provision of mental health services to veterans unless the entity |
|---|
| 15 | 15 | | demonstrates that it provides military cultural competency |
|---|
| 16 | 16 | | training to its personnel who provide the services. The commission |
|---|
| 17 | 17 | | and the Department of State Health Services jointly shall undertake |
|---|
| 18 | 18 | | to ensure that a state agency that may award a grant subject to this |
|---|
| 19 | 19 | | subsection has adopted policies to ensure compliance with this |
|---|
| 20 | 20 | | subsection. |

| 21 | 21 | | SECTION 2. The heading to Subchapter I, Chapter 1001, |
|---|
| 22 | 22 | | Health and Safety Code, is amended to read as follows: |

| 23 | 23 | | SUBCHAPTER I. MENTAL HEALTH SERVICES [PROGRAM] FOR VETERANS |

| 24 | 24 | | SECTION 3. Subchapter I, Chapter 1001, Health and Safety |
|---|
| 25 | 25 | | Code, is amended by adding Section 1001.225 to read as follows: |

| 26 | 26 | | Sec. 1001.225. LIMITATION ON GRANTS. The department may |
|---|
| 27 | 27 | | not award a grant to an entity for the provision of mental health |
|---|
| 28 | 28 | | services to veterans unless the entity demonstrates that it |
|---|
| 29 | 29 | | provides military cultural competency training to its personnel who |
|---|
| 30 | 30 | | provide the services. |
|---|
| 31 | 31 | | SECTION 4. This Act takes effect September 1, 2019. |
