55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to requiring entities that provide mental health services
88 to veterans to provide military cultural competency training to
99 personnel to accept a grant from a state agency.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 434.352, Government Code, is amended by
1212 adding Subsection (e) to read as follows:
1313 (e) A state agency may not award a grant to an entity for the
1414 provision of mental health services to veterans unless the entity
1515 demonstrates that it provides military cultural competency
1616 training to its personnel who provide the services. The commission
1717 and the Department of State Health Services jointly shall undertake
1818 to ensure that a state agency that may award a grant subject to this
1919 subsection has adopted policies to ensure compliance with this
2020 subsection.
2121 SECTION 2. The heading to Subchapter I, Chapter 1001,
2222 Health and Safety Code, is amended to read as follows:
2323 SUBCHAPTER I. MENTAL HEALTH SERVICES [PROGRAM] FOR VETERANS
2424 SECTION 3. Subchapter I, Chapter 1001, Health and Safety
2525 Code, is amended by adding Section 1001.225 to read as follows:
2626 Sec. 1001.225. LIMITATION ON GRANTS. The department may
2727 not award a grant to an entity for the provision of mental health
2828 services to veterans unless the entity demonstrates that it
2929 provides military cultural competency training to its personnel who
3030 provide the services.
3131 SECTION 4. This Act takes effect September 1, 2019.
