| 8 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 16 | | SECTION 1. Subchapter E, Chapter 1201, Occupations Code, is |
|---|
| 10 | 17 | | amended by adding Section 1201.2071 to read as follows: |
|---|
| 11 | 18 | | Sec. 1201.2071. EXEMPTION FOR CERTAIN EMERGENCY HOUSING. |
|---|
| 12 | 19 | | (a) Sections 1201.204, 1201.205, 1201.206, and 1201.207 do not |
|---|
| 13 | 20 | | apply to the purchase of a manufactured home that is purchased by a |
|---|
| 14 | 21 | | federal governmental agency and used to provide temporary housing |
|---|
| 15 | 22 | | in response to a natural disaster or other declared emergency. |
|---|
| 16 | 23 | | (b) The department shall adopt rules for the application for |
|---|
| 17 | 24 | | and automatic issuance of a statement of ownership of a |
|---|
| 18 | 25 | | manufactured home described by Subsection (a). |
|---|
| 19 | 26 | | SECTION 2. Subchapter B, Chapter 501, Transportation Code, |
|---|
| 20 | 27 | | is amended by adding Section 501.0341 to read as follows: |
|---|
| 21 | 28 | | Sec. 501.0341. ISSUANCE OF TITLE TO GOVERNMENT AGENCY FOR |
|---|
| 22 | 29 | | TRAVEL TRAILER. (a) The department by rule shall establish a |
|---|
| 23 | 30 | | process to automatically issue a title to a government agency for a |
|---|
| 24 | 31 | | travel trailer used by the government agency to provide temporary |
|---|
| 25 | 32 | | housing in response to a natural disaster or other declared |
|---|
| 26 | 33 | | emergency. |
|---|
| 27 | 34 | | (b) Notwithstanding Section 501.004(b)(3), rules adopted |
|---|
| 28 | 35 | | under this section may provide for the issuance of a title for a |
|---|
| 29 | 36 | | travel trailer described by Subsection (a) that is owned or |
|---|
| 30 | 37 | | operated by the United States or transferred to a state agency from |
|---|
| 31 | 38 | | the United States. |

| 32 | 39 | | SECTION 3. This Act takes effect September 1, 2019. |
