| 5 | 11 | | relating to facilities of the hospital system of the Reagan |

| 6 | 12 | | Hospital District of Reagan County, Texas. |

| 7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 14 | | SECTION 1. Section 1088.104, Special District Local Laws |
|---|
| 9 | 15 | | Code, is amended by amending Subsection (c) and adding Subsection |
|---|
| 10 | 16 | | (d) to read as follows: |
|---|
| 11 | 17 | | (c) The hospital system may include: |
|---|
| 12 | 18 | | (1) facilities for domiciliary care of the sick, |
|---|
| 13 | 19 | | injured, or geriatric; |
|---|
| 14 | 20 | | (2) outpatient clinics; |
|---|
| 15 | 21 | | (3) dispensaries; |
|---|
| 16 | 22 | | (4) convalescent home facilities; |
|---|
| 17 | 23 | | (5) necessary nurses; |
|---|
| 18 | 24 | | (6) domiciliaries and training centers; |
|---|
| 19 | 25 | | (7) blood banks; |
|---|
| 20 | 26 | | (8) community mental health centers; |
|---|
| 21 | 27 | | (9) research centers or laboratories; and |
|---|
| 22 | 28 | | (10) any other facilities the board considers |
|---|
| 23 | 29 | | necessary for medical care, [and] hospital care, and public safety |
|---|
| 24 | 30 | | and health. |
|---|
| 25 | 31 | | (d) A facility for public safety and health described by |
|---|
| 26 | 32 | | Subsection (c)(10) may only be: |
|---|
| 27 | 33 | | (1) constructed by the district using private money; |
|---|
| 28 | 34 | | and |
|---|
| 29 | 35 | | (2) used by the district, or any governmental entity |
|---|
| 30 | 36 | | to which the district leases the facility, for public safety and |
|---|
| 31 | 37 | | health purposes. |
|---|
| 32 | 38 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 33 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 42 | | Act takes effect September 1, 2019. |
