11+ A BILL TO BE ENTITLED
412 AN ACT
513 relating to the creation of the Institute for a Disaster Resilient
614 Texas.
715 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
816 SECTION 1. Subchapter E, Chapter 86, Education Code, is
917 amended by adding Section 86.82 to read as follows:
1018 Sec. 86.82. INSTITUTE FOR A DISASTER RESILIENT TEXAS. (a)
1119 In this section, "institute" means the Institute for a Disaster
1220 Resilient Texas.
1321 (b) The Institute for a Disaster Resilient Texas is a
1422 component of Texas A&M University.
1523 (c) The institute is under the management and direction of
1624 the board.
1725 (d) The institute shall:
1826 (1) develop data analytics tools to support disaster
1927 planning, mitigation, response, and recovery by the state, its
2028 political subdivisions, and the public;
2129 (2) create and maintain web-based analytical and
2230 visual tools to communicate disaster risks and ways to reduce those
2331 risks, including tools that work on the level of individual parcels
2432 of land;
2533 (3) provide evidence-based information and solutions
2634 to aid in the formation of state and local partnerships to support
2735 disaster planning, mitigation, response, and recovery;
2836 (4) collect, display, and communicate comprehensive
2937 flood-related information, including applicable updated inundation
3038 maps, for use by decision-makers and the public; and
3139 (5) collaborate with institutions of higher
3240 education, as that term is defined by Section 61.003, state
3341 agencies, local governments, and other political subdivisions to
3442 accomplish the purposes of this section.
3543 (e) The institute may employ personnel, including experts
3644 in planning, engineering, hydrology, ecology, and economics.
3745 (f) The institute may accept a gift or grant from any public
3846 or private source for the benefit of the institute.
3947 SECTION 2. The Institute for a Disaster Resilient Texas is
4048 required to implement a provision of this Act only if the
4149 legislature appropriates money specifically for that purpose. If
4250 the legislature does not appropriate money specifically for that
4351 purpose, the institute may, but is not required to, implement a
4452 provision of this Act using other appropriations available for that
4553 purpose.
4654 SECTION 3. This Act takes effect immediately if it receives
4755 a vote of two-thirds of all the members elected to each house, as
4856 provided by Section 39, Article III, Texas Constitution. If this
4957 Act does not receive the vote necessary for immediate effect, this
5058 Act takes effect September 1, 2019.
