514 relating to the eligibility of certain events to receive funding
615 through the Major Events Reimbursement Program.
716 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
817 SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
918 456), Acts of the 76th Legislature, Regular Session, 1999 (Article
1019 5190.14, Vernon's Texas Civil Statutes), are amended to read as
1120 follows:
1221 (4) "Event" means a Super Bowl, a National Collegiate
1322 Athletic Association Final Four tournament game, the National
1423 Basketball Association All-Star Game, the X Games, the National
1524 Hockey League All-Star Game, the Major League Baseball All-Star
1625 Game, a game of the National Collegiate Athletic Association Bowl
1726 Championship Series or its successor or a National Collegiate
1827 Athletic Association Division I Football Bowl Subdivision
1928 postseason playoff or championship game, a Big 12 Football
2029 Conference Championship game, the National Collegiate Athletic
2130 Association men's or women's lacrosse championships, a World Cup
2231 Soccer game, the World Cup soccer tournament, the Major League
2332 Soccer All-Star Game, the Major League Soccer Cup, the Professional
2433 Rodeo Cowboys Association National Finals Rodeo, an Elite Rodeo
2534 Association World Championship, the United States Open
2635 Championship, the World Games, a national collegiate championship
2736 of an amateur sport sanctioned by the national governing body of the
2837 sport that is recognized by the United States Olympic Committee, an
2938 Olympic activity, including a Junior or Senior activity, training
3039 program, or feeder program sanctioned by the United States Olympic
3140 Committee's Community Olympic Development Program, the Amateur
3241 Athletic Union Junior Olympic Games, a mixed martial arts
3342 championship, a World Wrestling Entertainment WrestleMania event,
3443 the Breeders' Cup World Championships, a Formula One automobile
3544 race, the Moto Grand Prix of the United States, the National
3645 Association for Stock Car Auto Racing (NASCAR) All-Star Race, the
3746 season-ending Championship Race for the National Association for
3847 Stock Car Auto Racing (NASCAR), the Academy of Country Music
3948 Awards, the National Cutting Horse Association Triple Crown, a
4049 championship event in the National Reined Cow Horse Association
41- (NRCHA) Championship Series, a CONVRG conference, a national
42- political convention of the Republican National Committee or the
43- Democratic National Committee, a presidential general election
44- debate, or the largest event held each year at a sports
45- entertainment venue in this state with a permanent seating
46- capacity, including grandstand and premium seating, of not less
47- than 125,000. The term includes any activities related to or
48- associated with an event.
50+ (NRCHA) Championship Series, a national political convention of the
51+ Republican National Committee or the Democratic National
52+ Committee, a presidential general election debate, or the largest
53+ event held each year at a sports entertainment venue in this state
54+ with a permanent seating capacity, including grandstand and premium
55+ seating, of not less than 125,000. The term includes any activities
56+ related to or associated with an event.
4957 (5) "Site selection organization" means:
5058 (A) the National Football League, the National
5159 Collegiate Athletic Association, the Big 12 Conference, the
5260 National Basketball Association, ESPN or an affiliate, the National
5361 Hockey League, Major League Baseball, the Federation
5462 Internationale de Football Association (FIFA), the International
5563 World Games Association, the National Association for Stock Car
5664 Auto Racing (NASCAR), Dorna Sports, the Amateur Athletic Union, the
5765 Professional Rodeo Cowboys Association, the Elite Rodeo
5866 Association, Major League Soccer, the United States Golf
5967 Association, or the United States Olympic Committee;
6068 (B) the national governing body of a sport that
6169 is recognized by the United States Olympic Committee, the National
6270 Thoroughbred Racing Association, Formula One Management Limited,
6371 or the Federation Internationale de l'Automobile;
6472 (C) the Academy of Country Music;
6573 (D) the National Cutting Horse Association;
6674 (E) the National Reined Cow Horse Association
6775 (NRCHA);
68- (F) Encore Live;
69- (G) the Republican National Committee or the
76+ (F) the Republican National Committee or the
7077 Democratic National Committee;

7583 SECTION 2. This Act takes effect immediately if it receives
7684 a vote of two-thirds of all the members elected to each house, as
7785 provided by Section 39, Article III, Texas Constitution. If this
7886 Act does not receive the vote necessary for immediate effect, this
7987 Act takes effect September 1, 2019.
