4	13		AN ACT
5	14		relating to the eligibility of certain events to receive funding
6	15		through the Major Events Reimbursement Program.
7	16		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	17		SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
9	18		456), Acts of the 76th Legislature, Regular Session, 1999 (Article
10	19		5190.14, Vernon's Texas Civil Statutes), are amended to read as
11	20		follows:
12	21		(4) "Event" means a Super Bowl, a National Collegiate
13	22		Athletic Association Final Four tournament game, the National
14	23		Basketball Association All-Star Game, the X Games, the National
15	24		Hockey League All-Star Game, the Major League Baseball All-Star
16	25		Game, a game of the National Collegiate Athletic Association Bowl
17	26		Championship Series or its successor or a National Collegiate
18	27		Athletic Association Division I Football Bowl Subdivision
19	28		postseason playoff or championship game, a Big 12 Football
20	29		Conference Championship game, the National Collegiate Athletic
21	30		Association men's or women's lacrosse championships, a World Cup
22	31		Soccer game, the World Cup soccer tournament, the Major League
23	32		Soccer All-Star Game, the Major League Soccer Cup, the Professional
24	33		Rodeo Cowboys Association National Finals Rodeo, an Elite Rodeo
25	34		Association World Championship, the United States Open
26	35		Championship, the World Games, a national collegiate championship
27	36		of an amateur sport sanctioned by the national governing body of the
28	37		sport that is recognized by the United States Olympic Committee, an
29	38		Olympic activity, including a Junior or Senior activity, training
30	39		program, or feeder program sanctioned by the United States Olympic
31	40		Committee's Community Olympic Development Program, the Amateur
32	41		Athletic Union Junior Olympic Games, a mixed martial arts
33	42		championship, a World Wrestling Entertainment WrestleMania event,
34	43		the Breeders' Cup World Championships, a Formula One automobile
35	44		race, the Moto Grand Prix of the United States, the National
36	45		Association for Stock Car Auto Racing (NASCAR) All-Star Race, the
37	46		season-ending Championship Race for the National Association for
38	47		Stock Car Auto Racing (NASCAR), the Academy of Country Music
39	48		Awards, the National Cutting Horse Association Triple Crown, a
40	49		championship event in the National Reined Cow Horse Association
41		-	(NRCHA) Championship Series, a CONVRG conference, a national
42		-	political convention of the Republican National Committee or the
43		-	Democratic National Committee, a presidential general election
44		-	debate, or the largest event held each year at a sports
45		-	entertainment venue in this state with a permanent seating
46		-	capacity, including grandstand and premium seating, of not less
47		-	than 125,000. The term includes any activities related to or
48		-	associated with an event.
	50	+	(NRCHA) Championship Series, a national political convention of the
	51	+	Republican National Committee or the Democratic National
	52	+	Committee, a presidential general election debate, or the largest
	53	+	event held each year at a sports entertainment venue in this state
	54	+	with a permanent seating capacity, including grandstand and premium
	55	+	seating, of not less than 125,000. The term includes any activities
	56	+	related to or associated with an event.
49	57		(5) "Site selection organization" means:
50	58		(A) the National Football League, the National
51	59		Collegiate Athletic Association, the Big 12 Conference, the
52	60		National Basketball Association, ESPN or an affiliate, the National
53	61		Hockey League, Major League Baseball, the Federation
54	62		Internationale de Football Association (FIFA), the International
55	63		World Games Association, the National Association for Stock Car
56	64		Auto Racing (NASCAR), Dorna Sports, the Amateur Athletic Union, the
57	65		Professional Rodeo Cowboys Association, the Elite Rodeo
58	66		Association, Major League Soccer, the United States Golf
59	67		Association, or the United States Olympic Committee;
60	68		(B) the national governing body of a sport that
61	69		is recognized by the United States Olympic Committee, the National
62	70		Thoroughbred Racing Association, Formula One Management Limited,
63	71		or the Federation Internationale de l'Automobile;
64	72		(C) the Academy of Country Music;
65	73		(D) the National Cutting Horse Association;
66	74		(E) the National Reined Cow Horse Association
67	75		(NRCHA);
68		-	(F) Encore Live;
69		-	(G) the Republican National Committee or the
	76	+	(F) the Republican National Committee or the
70	77		Democratic National Committee;
71		-	(H) [(F)] the Ultimate Fighting Championship;
72		-	(I) World Wrestling Entertainment; or
73		-	(J) [(G)] the Commission on Presidential

75	83		SECTION 2. This Act takes effect immediately if it receives
76	84		a vote of two-thirds of all the members elected to each house, as
77	85		provided by Section 39, Article III, Texas Constitution. If this
78	86		Act does not receive the vote necessary for immediate effect, this
79	87		Act takes effect September 1, 2019.

83		-	2019, by the following vote: Yeas 116, Nays 27, 1 present, not
84		-	voting; that the House refused to concur in Senate amendments to
85		-	H.B. No. 2402 on May 20, 2019, and requested the appointment of a
86		-	conference committee to consider the differences between the two
87		-	houses; and that the House adopted the conference committee report
88		-	on H.B. No. 2402 on May 25, 2019, by the following vote: Yeas 122,
89		-	Nays 18, 1 present, not voting.
