55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to education and training for peace officers regarding
88 trauma-informed techniques to facilitate interactions with
99 homeless individuals.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 1701.253, Occupations Code, is amended
1212 by adding Subsection (p) to read as follows:
1313 (p) As part of the minimum curriculum requirements, the
1414 commission shall establish and require an officer to complete a
1515 statewide comprehensive education and training program on
1616 trauma-informed techniques to facilitate interactions with
1717 homeless youth and adults and on the resources available to those
1818 individuals. An officer shall complete the program not later than
1919 the second anniversary of the date the officer is licensed under
2020 this chapter or the date the officer applies for an intermediate
2121 proficiency certificate, whichever date is earlier.
2222 SECTION 2. Not later than January 1, 2020, the Texas
2323 Commission on Law Enforcement shall establish the comprehensive
2424 education and training program required by Section 1701.253(p),
2525 Occupations Code, as added by this Act.
2626 SECTION 3. This Act takes effect September 1, 2019.
